MRC Secretariat is now recruiting a highly qualified consultant for the following consultancy

Communication Officer
Key Responsibilities:

  • Collaborate with the Communication Unit to develop a strategy, work plans and communication materials for the 5 bilateral projects. 
  • Collaborate with the Mekong Integrated Water Resources Management Project (M-IWRMP), other MRC Programmes and National Mekong Committee Secretariats on the development of audience-centred communication materials.
  • Work closely with the M-IWRMP and the National Mekong Committee Secretariats to define participatory communication activities, communication themes, and implementation plans for the 5 projects.
  • Refine an overall communication strategy for the Communication Outreach Component under the M-IWRMP to meet the needs of target stakeholders and detailed action plans.
  • Implement the action plans including the development of communication materials.
  • Develop key messages for the Component including themes to raise awareness amongst government agencies and communities on integrated water resource management to promote positive behaviours.
  • Engage intended targets and other stakeholders in the planning and production of communication materials that can be shared by others including government agencies at the transboundary level.
  • Write communication materials, such as booklets, leaflets, web-based contents, backgrounders, human-interest stories, press releases, Frequently Asked Questions and radio/video scripts.
  • Oversee the production of photographs and videos for the project.
  • Advise on messaging and strategies for ensuring consistent dissemination of agreed messages.
  • Act as quality control and provide technical advice on the streamlining of publication output.
  • Directly supervise and provide guidance to other communication professionals recruited to support this Component.
  • Support the Web Administrator and the Graphic Designer in matters of design and website content development.
  • Explore additional channels for disseminating information.
  • Undertake related duties as required by the Communication Unit, Chief ICCS or CEO.
Qualifications/Requirements:
  • At least a bachelor’s degree in communications, journalism, social/behavioural sciences, public relations or marketing; 
  • At least ten years of professional experience with a minimum of demonstrable professional experience in communications, media relations, journalism or public relations. Practical experience in the areas of communications for development, advocacy and participatory communication. A post graduate degree in communications, journalism or social sciences is an advantage;
  • Work experience with regional or international organisations or media organisations;
  • Excellent English oral and written communication skills;
  • Developed understanding of the media in the region;
  • Experience in dealing with printing and production of display materials;
  • Excellent interpersonal and cross-cultural communication skills;
  • Good sense of initiative and sound judgment;
  • Work experience within South East Asia, and/or knowledge of the region’s social, economic, cultural and political structures is highly desirable;
  • Familiarity with natural resources management/environmental awareness is desirable;
  • Working knowledge of one or more riparian languages (Khmer, Lao, Thai, Vietnamese) would be an advantage.
