Currently we are looking for a: Consultant for Evaluation of the Economic Justice Programme

To conduct an evaluation of the Economic Justice Programme (EJ Programme) that has been implemented throughout the country since 2012. The overall objective of the EJ Programme is: “Protected and secure livelihoods of poor and vulnerable women and men through more equitable access to and control over natural resources and creating fair markets.”

The current strategy will run until March 2015, and currently Oxfam in Indonesia is in the process of developing a new strategy. As part of the overall process of evaluation of the current strategy and development of the new one, the EJ team has prepared a comprehensive plan to contribute to the country-level process. A key component of this process is an end evaluation of Economic Justice Programme from 2012-2014.

Purposes

The main purposes of the evaluation are to assess how far the expected outcomes of the EJ Programme have been accomplished and what are the impacts of the programme on knowledge, attitudes, practices at both community level, government and private sector; and policies at local and national level. The evaluation will identify and document lessons learned and make recommendations that might improve design and implementation of the next EJ programme.

Scope of Work

The evaluation is expected to encompass all key aspects of the EJ programme over the period 2012 – 2014 both campaign and advocacy, which is mostly at the national level, as well as programme including in the areas (Eastern Indonesia and Papua). It will cover Relevance, Effectiveness, Efficiency, Impact and Sustainability, with the focus on Effectiveness, Efficiency and Impact:

Time frame: mid July - mid September 2014

Consultant Qualifications
  • Significant experiences in evaluation concepts and approaches;
  • Minimum 5 years of development work in economic development/sustainable livelihood/natural resources management
  • Good understanding of rights based approach and gender
  • Have good facilitation skill, especially in doing consultation with decision makers
  • Strong analytical skill and quantitative and qualitative data collection
  • Good communication skill
  • Demonstrated writing skills in both English and Indonesian
