Program Officer  – Road Side Safety

As reported by Secretary General of United Nations in September 2013, an estimated 1.24 million lives were lost in 2010 as a result of road traffic accidents.  Road traffic fatalities have become the 9th leading cause of death in the world of according to the World Health Organization at 1.3m deaths and the leading cause of death among young people worldwide. 
The Indonesian Traffic Corps reported 31,185 fatalities and nearly 150,000 injuries from traffic accidents in 2011, although it is widely considered that there is underreporting.  Of these, 70% were motorcycle drivers or passengers and 29% of victims were under 15 years old.  Nearly 10,000 of these children died in accidents (Indonesia Traffic Corps, 2011).  These fatalities are concentrated in five of the most populated provinces- East Java, Central Java, West Java, North Sumatra, and Jakarta.

To address the issue mentioned above, Save the Children is implementing a new project on Road Side Safety in Bandung, West Java. The project going to work with several primary schools in Bandung City and working closely with District stakeholder, namely District Education Office, District Transportation Office, and Traffic Management Control.

Reports to: Sr. Program Officer

Dimensions: the post will work internally closely with Senior Project Officer, finance officer, admin –logistic officer, and externally with District Education Officer, District Transportation Officer, and District Police Offices

Direct reports: N/A

RESPONSIBILITIES
  • Provide logistic and administrative leadership in the organization of all schools and community based both road safety training and promotion activities/event to school principals, teacher, students and community; and also activities improving infrastructure near participating schools
  • In cooperation with the Senior Project Officer ensure that activities are implemented according to agreed upon RSS Project work plan.
  • In cooperation with Senior Program Officer maintain effective relationships with government and non-government stakeholders
  • Regularly collect monitoring data according project monitoring and evaluation plan.
  • Ensure compliance with all administrative financial and administrative procedures
  • Conduct frequent monitoring visits to sites to collect monitoring data, provide onsite coaching, identify areas for improvement and ensure overall implementation quality.
  • In additional support collection of baseline and endline data, as well as all logistic arrangements for completion of surveys within target area.
QUALIFICATION
Essential
  • Education Bachelors University Degree or equivalent in a relevant field
  • At least 3 years work experience with non-government organization national and/or international, preferable in field child protection and/or education
  • At least 3 years of experience implement program and also providing logistics and administrative support for project implementation
  • Previous exposure to Road Side Safety projects is added value
Desirable
  • Experience working with local government
  • Experience working with schools 
  • Experience working in partnership with local NGOs and government partners, including implementation of capacity building programs.
  • Proficiency with MS Word and Power Point and internet/email applications
  • Excellent written and spoken English 
  • Demonstrated ability to write high quality reports and other project documents 
  • Proven ability to work in a multi-cultural team environment
