About RI: 
Relief International (RI), an international relief and development agency with cross-sectoral programs bridging emergency assistance, early recovery and development, is active in responding to the Syria crisis in the region, including Lebanon, with multi-sectoral emergency programming targeting the most vulnerable.

Position Summary
The Monitoring and Evaluation Manager is responsible for designing and implementing the Performance Management Plan (PMP) for the various emergency response projects in response to the Syrian crisis to be implemented in Lebanon.

ESSENTIAL RESPONSIBILITIES AND DURIES:
  • Design the PMPs for each project. 
  • Design assessment tools, monitoring tools, and scales. 
  • Creating monitoring and assessment data-bases. 
  • Manage and monitor the implementation of the project’s approved PMP. 
  • Schedule and manage internal evaluations with the purpose of gauging impact of projects. 
  • Provide information and the writing of reports based on ongoing implementation of the PMP on a weekly/monthly/quarterly basis to program management team, HQ, and relevant donors. 
  • Ensure integrity and sound design for the collection of data feeding into PMP. 
  • Ensure staff at all levels of program implementation are trained and prepared to fulfill their roles in reporting. 
  • Maintain effective communication with RI’s HQ and management team regarding monitoring and evaluation of RI’s projects in Lebanon. 
  • Assisting Program Developer in project development. 
  • Attending, on behalf of RI, sector/cluster and inter-agency meetings. 
  • Meeting with local and international partners. 
  • Updating matrixes for various RI registered sectors. 
  • Perform other duties as needed.
QUALIFICATIONS &REQUIREMENTS:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
  • Master’s degree in a relevant field or Bachelor’s degree with commensurate work experience;
  • Minimum of five years professional experience in monitoring and evaluation of USAID, EU and/or U.N.-funded projects.
  • Solid background and knowledge of reporting regulations for various donors;
  • Proven data collection and data management experience;
  • Excellent interpersonal, communication, public speaking, and strategic planning skills required;
  • English and Arabic fluency required;
  • Strong English writing skills required;
  • Experience in leading trainings on monitoring and evaluation implementation for staff a plus;
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently;
  • Experience working with refugee populations in emergency response context a plus;
  • Excellent time management skills and resourcefulness with strong attention to detail.
