Background:

Objective:
The World Bank is intending to conduct an impact evaluation on the second and third years of the ongoing $84.6 million Global Partnership for Education-funded Escuela Nueva project in Vietnam to improve learning and teaching capacity in nearly 1,500 primary schools. The impact evaluation would compose of three surveys to be carried out between 2014 and 2016 at 660 primary schools (440 Vietnamese and 220 non-Vietnamese). Each survey is expected to cover about 13,200 students as well as 13,200 parents and 1,980 teachers.

Position Description:
Social Impact is seeking a qualified Team Leader to lead this World Bank-funded impact evaluation of the Escuela Nueva project in Vietnam. The Team Leader would be required to have demonstrated experience in rigorous evaluation design and methodology in order to carry out and oversee the surveys under this contract. The Team Leader would also be the liaison to the World Bank and other stakeholders, and would oversee a team of six evaluation consultants.

The impact evaluation is estimated to run from October 2014 to June 2016, with a level of effort around 15.5 months.

Responsibilities:
  • Serve as the primary point of contact between the respective donor and the evaluation team;
  • Oversee the overall compilation of the impact evaluation and survey reports and present the findings to the international donor; and
  • Manage the impact evaluation in its entirety, including:
  • Manage the budget resources (dollars and staff) for the evaluation;
  • Assist and support the team with field logistics; and
  • Coordinate with the international donor and/or relevant government ministries to set up initial appointments for interviews.
Qualifications:
  • PhD degree in related field such as: social science, management;
  • Minimum 10 years of experience in project evaluation, data collection method, information system and statistical science. Experience in education is an advantage;
  • Experienced in evaluating education projects' impacts, knowledgeable in rigorous evaluation methods;
  • Capable of expressing intellectual leadership in international publications related to the evaluation of social science situations;
  • Skillful and experienced in consulting methods, supports and negotiations;
  • Fluent in speaking and writing English, and;
  • Capable of analyzing and solving problems.
