#PURWOKERTO GIZ Vacancy - Provincial Coordinator

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Green Economy and Locally Appropiate Mitigation in Indonesia (GE-LAMA-I) is a joint program by the National Development Planning Agency (BAPPENAS) and GIZ. In implementing this development cooperation project, GIZ is collaborating with the World Agroforestry Center (ICRAF) on behalf of the German Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB). GE-LAMA-I supports the commitment of the Indonesian government mitigating climate change in land based sector by strengthening the sub-national governments (particularly districts) to plan and monitor green economy development (which include low carbon development objectives) and to develop four locally appropriate mitigation actions (LAMA) that have the potential to be scaled up to national level (NAMA).

GE-LAMA-I is structured into three work packages which are closely interlinked:
  • Work Package 1: to develop policies at national and sub-nationals to support LAMA/NAMA development and green economy planning, mainstreaming and monitoring 
  • Work Package 2: to develop the institutional capacity of the sub nationals to develop LAMA/NAMA and to plan, mainstream and monitor green economy development at local level
  • Work Package 3: to develop tools and methods that can help the local governments to plan and monitor green economy plan and LAMA/NAMA development in participatory way.
GE-LAMA-I works in six districts in two provinces i.e. East Kalimantan and Central Java. In addition, GE-LAMA-I works closely with similar project named Locally Appropiate Mitigation Action in Indonesia (LAMA-I) that works in another six districts in another two provinces i.e. Papua and South Sumatra. While LAMA-I is also jointly implemented with BAPPENAS, the implementation agencies from the development partner side is led by ICRAF in collbaroration with GIZ and CCROM-IPB. Unlike GE-LAMA-I, LAMA-I is funded by the Danish Government (DANIDA).

GE-LAMA-I is seeking one qualified Indonesian candidate for the following position:

Provinical Coordinator GE-LAMA-I Central Java
based in Purwokerto

A. Responsibilities
Under the supervision of the Capacity Development Component Team Leader, the staff is responsible for:
  • Coordinating the Central Java provincial team on all works related to the cooperation in Central Java under GE-LAMA-I portfolio;
  • Developing concepts, means and strategy for the cooperation in Central Java
  • Developing the capacity of the partners from different stakeholders at provincial and district level in developing and mainstreaming the local mitigation action plan into the local development plan, formulating NAMAs’ strategy, applying an efficient and effective PEP/MER and MRV.
  • Working with the key stakeholders in developing land-based LAMAs and NAMAs
  • Providing professional advice to partners and cooperating with important stakeholders
  • Innovation and knowledge management and communication of innovations to a broad target group
  • Integrating results and experience into teamwork and the work of all relevant groups
  • Technical management of experts in the component
B. Tasks
1. Professional advisory services
  • Advises partner institution(s) on order clarification, identifying needs, developing concepts and strategies, and provides technical input 
  • Participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach 
  • Contributes to preparing and implementing the coordination process, joint project/programme activities and work in the regions 
  • Formulates job descriptions and terms of reference and selects and supervises third parties in the course of carrying out project/programme activities, including performance evaluation 
  • Monitors the development and implementation of project/programme plans and activities in close consultation with counterparts 
  • Deals with the design, preparation and implementation of workshops, seminars and other events on issues related to the project/programme’s area of activity 
  • Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives 
  • Monitors project progress and the activities of components, reviews reports and documents on the progress of joint programmes, identifies bottlenecks and recommends alternative management options to the programme manager 
  • Makes sure that the services provided by the component/programme are aligned with the partner’s needs
2. Management and coordination
  • Managing a smooth inception phase of the project implementation in the province including the cooperation establishment with the selected districts 
  • Providing inputs on the development of capacity assessment tools 
  • Coordinating the capacity assessment activities in the province and the districts 
  • Coordinating capacity development measures in the province and the districts which covering all level of capacities (personnel, organization, and society) according to the recommendations from the capacity need assessment; 
  • Institutionalize low carbon development planning, MER and MRV, and NAMA development into local government, strategy, processes and structure 
  • Facilitate the formation and the facilitation of local working groups or other similar network  
  • Facilitate the development of NAMAs 
  • Support capacity development measures at national level 
  • Support WP1 on policy development 
  • Developing ToRs, supervising, and monitoring the results of consultants; 
  • Assists national and international advisors as well as consultants in carrying out their work related to the project activities 
  • Assists the project with all organizational and management issues 
  • Participates in formulating project plan of operation and helps to synchronize it with the counterpart’s plan 
  • Assists in monitoring of the component/programme budget 
  • Jointly responsible with the partner institution for preparing and documenting training events, workshops, forums, team meetings and other project activities
3. Communication and networking
  • Ensures cooperation, regular contact and dialogue with counterparts, ICRAF as the WP2 implementer, other GIZ projects (PAKLIM and RED), and other stakeholders to improve and maintain good working relationships;  
  • Carries out public relation work with the stakeholders 
  • Work closely with GIZ-Paklim in shared-office support collaboration
4. Knowledge management
  • Ensure the quality of consultants’ report which related to the above tasks; 
  • Coordinate the results and lessons learned documentation 
  • Organize all the data, methods and knowledge documentation related to the above tasks 
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures 
  • Draws up reports and presentation documents 
  • Assists with research activities and studies on political issues which benefit joint programmes.
5. Other duties/additional tasks
Performs other duties and tasks at the request of management
C. Required qualifications, competences and experience
  • University degree in forestry, environmental management or other degree relevant to climate change mitigation program; 
  • About five years’ professional experience on institutional capacity development and policy advisory work on local government level 
  • Strong expertize on Geographic Information System (GIS) and remote sensing particularly in relation to land based sector 
  • Having knowledge on monitoring and evaluation system 
  • Understand the basic concept of incentive system and carbon financing 
  • Understand the basic concept of sustainable development in relation to climate change 
  • At least five years’ professional experience in a comparable position
Other knowledge, additional competences
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office) 
  • Strong managerial and organizational competence 
  • Willingness to travel to districts, regional and national regularly, and internationally at occasionally based 
  • Good written and oral knowledge of the English language widely used in the country. 
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
