Palladium International Job Vacancy: Logistics Manager - Education Capacity Development Facility, Papua New Guinea

Background
Australia’s education assistance in Papua New Guinea (PNG) is designed to address education access and participation, including for women and girls and other disadvantaged groups, improve the quality of education, and improve young people’s employability. The Australian High Commission (AHC) provides support to the basic, secondary, technical and higher education sectors using a range of mechanisms, including the Education Capacity Development Facility (ECDF). The AHC Education Program manages, and oversees the delivery of activities under the ECDF. The ECDF is implemented by Palladium and provides high-quality technical assistance and program support to the education sector as prioritised by Australia and the Government of Papua New Guinea (GoPNG), at national and provincial levels. Support is provided to the PNG National Department of Education (NDoE), the PNG Department of Higher Education, Research, Science and Technology (DHERST), higher education and technical institutions and other stakeholders in the education sector. The National Department of Education (NDoE), with Australia’s development assistance, is focused on improving the national education system to enable more girls and boys to complete primary school and improve the relevance and quality of education.

Purpose of Role
The Logistics Manager will report to the Facility Director/Deputy Facility Director and is a full-time position based in the Education Capacity Development Facility (ECDF) Office. The Logistics Manager will coordinate and manage all logistics for the procurement, implementation and ongoing support of Technical Assistance as well as ongoing operational support for ECDF. The Logistics Manager will be responsible for ensuring timely and quality inputs that best provides value-for-money for DFAT and the beneficiaries. The Logistics Manager will coordinate and manage the movement of ECDF staff and advisers throughout PNG and for work-related international travel and will be responsible for the coordination of all aspects of logistics and procurement.

A term of 11 months from 15 February 2016

Minimum education and experience required
The Logistics Manager will possess the following qualifications:

Essential
  • Relevant tertiary qualifications in management, logistics or communications. 
  • Well developed and highly effective organisational skills including the ability to perform under pressure and balance several competing tasks at once.
  • High level interpersonal and relationships management skills including a demonstrated ability to work effectively with people at all levels of an organisation.
  • An understanding of modern Integrated Logistics Support at a planning, procurement, introduction and ongoing support level, and desirably its application in a geographically dispersed technical environment.
  • Sound management skills with a demonstrated ability to develop staff, strong problem solving skills with a capacity to think and act strategically. 
  • Highly developed verbal and written communications skills, with a demonstrated ability to establish and maintain effective working relationships with a range of personnel from various disciplines (e.g. technical, commercial, financial and operational).
Desirable
  • Ability to undertake extensive travel to remote and challenging locations. 
  • Previous experience in PNG and / or the Pacific and / or Melanesian culture.
  • Knowledge of Australian Aid policies and PNG policies relating to cross cutting issues (gender, disability and HIV and AIDS). 
  • The ability to deliver presentations and/or user training would be an advantage.
Personal attributes 
  • The Logistics Manager will be required to adopt a flexible and responsive approach to tasks and to demonstrate initiative and drive.
Salary
The terms and conditions of the contractor’s employment are contained in the Australian Government’s Adviser Remuneration Framework (ARF). This position is defined as short-term B2 under the ARF.
