People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide since 1992. PIN is looking for a self-motivated, experienced and committed team player to fill the following vacant position.

The project “Recovering and Rehabilitating Livelihoods: Building the Resilience of Communities Affected by Typhoon Haiyan in the Philippines through Sustainable Income” is a livelihoods and market development project implemented jointly by Alliance2015 partners PIN, ACTED and HELVETAS Swiss Intercooperation. Through a pro-poor market-based approach framed on the Making Markets Work for the Poor (M4P) approach, the project aims to support 12,000 Typhoon Haiyan affected households in Eastern Samar to sustainably restore their livelihoods through increased production, productivity and marketability of agricultural products and access to suitable financial services. Project is implemented throughout Eastern Samar.

Job Description
The Monitoring and Evaluation Officer**, in close cooperation with the Chief Technical Advisor and Programme Manager, will: Develop M&E Plans, tools and systems for the Project; Monitor and evaluate overall progress on achievement of results; Develop and manage the M&E strategy and process for the Project; Contribute to building the Project’s overall M&E capacity: Build the capacity of Project staff and partners; as well as administrative support.**

Main Responsibilities:
  • Implement in cooperation with the Programme Manager and Chief Technical Adviser (CTA) a monitoring and results measurement system for the Project, defining clear monitoring and results measurement plans including setting clear objectives and performance indicators for all activities;
  • Assist the Project Management in the planning, prioritising and sequencing of Project activities for strategic and optimal result oriented programming;
  • Assist the Project Management in the preparation of work plans, reports, project presentations and other project related documents and correspondence as and when required;
  • Develop and implement participatory monitoring & evaluation tools/survey (e.g. Beneficiary Assessment);
  • Provide necessary information and data analysis required to compile internal and external reports, e.g. annual reports, internal reviews, donor reports and other reports as and when required;
  • Prepare high quality project documentation/reports for dissemination to stakeholders, donors and partners;
  • Strengthen, develop and implement M&E tools for the Project and ensure that monitoring approaches are consistently integrated, aligned, and mainstreamed into Project activities.
  • Lead data collection in the field - train, oversee and guide data collectors during field monitoring, assessments, baseline studies and any other research;
  • Manage and analyze the collected data, and provide regular reports for the Project;
  • Undertake regular monitoring visits to project locations to monitor and collect relevant data related to Project activities;
  • Assist Project Management in preparing monthly and quarterly reports on project progress;
  • Report monthly on all project activities to the Project Management;
  • Ensure that M&E reports are made useful for fundraising and add to the general base of knowledge for all organizations working in the area;
Qualifications Required
  • A graduate degree in business administration, development, management, social sciences or a related field;
  • 1 – 2 years of relevant experience in the areas of M&E;
  • Knowledge of quantitative and qualitative monitoring and evaluation methods;
  • Good Research (Participatory Action) background;
  • Clear knowledge and experience working on data analysis;
  • Experience in development work in remote areas highly desirable;
  • Experience of working with I/NGOs is an asset;
  • Experience in capacity building;
  • Attention to detail and ability to complete tasks in a timely manner;
  • Excellent communication, written, facilitation and presentation skills;
  • Excellent analytical skills;
  • Demonstrated flexibility and enthusiasm as well as a willingness to learn and to adapt within a dynamic and often self-directed working environment;
  • Ability and willingness to travel extensively in support of project implementation and spend much time in the field, working closely with project target groups;
  • Knowledge of the geographical area is an advantage;
  • Proficiency in English and Waray Waray;
  • Full computer literacy. Competent in the use of all commonly used computer software - spreadsheets and other computer programmes.
