British Heart Foundation Job Vacancy: Senior Logistics Officer: Border Transfer and Warehouse - Antakya, Turkey

General Description Of THE PROGRAM
Big Heart Foundation has been operational in northern Syria since June 2013 responding to the needs of conflict affected populations. Big Heart is currently working in Idlib, Hama and Aleppo governorates to provide essential food and Non-Food Item (NFI), Water, Sanitation & Hygiene (WASH), Livelihoods and Education services. Big Heart is a regional organization created specifically for the response to the Syrian crisis and its strengths lie in the leadership of its regional staff.

MAIN OBJECTIVES OF POSITION
The Sr. Logistics Officer: Border Transfer and Warehouse will be in responsible of the cross-border movements and transfers, monitoring and ensuring that the transfers between the Turkish and Syrian border are done in a timely, cost-efficient and safety manner and coordinate and track the goods (NFIs, food baskets, etc.) from the border to the warehouses.

He/she will work closely with: Warehouse Officer to monitor warehouse stocks quantities and plan internal Big Heart Warehouse transfers, Procurement Manager to help facilitate the collection and processing of transportation invoices, Partners to provide complete and accurate CMR details and report on missing and damaged commodities in a timely manner, coordinate with Supplier and Transport companies to obtain transfer schedule, truck details, etc. and with Big Heart Programs to assist in distribution planning and advise on the inventories levels.

TASKS and RESPONSIBILITIES
Fleet management · Coordinate the movements of the trucks drivers both in Turkey and Syria · Report on trucks movements to the Operations Manager · Work with the Procurment Manager to faciliate the collection and processing of transporatation invoices in a timely manner

Cross-border movements · Coordinate with the drivers, the Logistic Assistant and the Border Assistants the movement of goods at the border · Coordinate with the Logistic Assistant and the Border Assistants that the transfer of goods and materials at the border are done in a timely, cost-efficient and safetly manner · Ensure that inventories are made at the border before the transfer of the goods and materials

Warehouse allocation · Ensure all goods and materials arrive safetly to the warehouses in Syria · Ensure that the inventories made in the warehouses before distribution match the inventories made at the transfer · Ensure that no loss of material and goods happens until their arrival to the warehouse

Reporting · Collect all information regarding inventories, amounts and goods transferred in the border · Produce regular reports on the amounts and goods transferred and the problems encountered · Ensure Border paperwork is submitted and is accurate

Coordination with partner organizations · Coordinate with partner organizations the transfer and movements of goods and materials · Update the partner organizations on Big Heart staff that will be at the border for the transfers · Provide complete and accurate CMR details and report on missing and damaged commodities in a timely manner

Big Heart Programs · Work with the Programs Department in distribution planning and advise on inventory levels

Security · Enusre transfers are done in a safe way and that identification materials are provided to the Border Officers · Update the Operations Manager on the border rules and regulations regarding identification needs

Others · Flexibility in schedules and tasks is expected from the employee · Follow any other request from the Line Manager

COMPETENCIES REQUIRED
  • Languages: English, Arabic, Turkish. 
  • IT: computer proficiency of Microsoft Office (specially Excel).
  • Personal skills: Flexibility, open-mindedness; patience with calm attitude; good skills to prioritize tasks; ability to work under pressure; good management skills
EXPERIENCE REQUIRED
  • Minimum one year previous working experience in logistics in any of the areas of stock management, warehousing, procurement or fleet management 
  • Previous working experience in the NGO is a plus.
  • Knowledge of the Turkish and Syrian requirements at the border will be a plus
EDUCATION REQUIREMENTS
University Degree in business administration, management, logistics or procurement
