Proposal Objective:
Social Impact is preparing for an upcoming DFID funded proposal programme in Kyrgyzstan. The anticipated goal of the programme is to work with the Government in Action (GIA) programme to develop a monitoring framework and an evaluation strategy, and to finalize the log frame. The GIA programme will be focused on improving centre of government capability to implement policy priorities; building public financial management capacity; and Strengthening the links between citizens and their representatives.

Position Description:
SI is seeking a Team Leader to oversee the technical and managerial responsibilities for M&E team. S/he will provide technical leadership, quality assurance and oversight of all activities: verification, evaluations, monitoring and reviews, ensuring consistency across the team members.

Responsibilities:
  • Provide leadership, consistency and quality assurance to project teams throughout the activity. 
  • Provide technical expertise in democracy and governance, parliamentary, and political parties. 
  • Lead the development of all deliverables including finalizing the log frame, developing a monitoring framework, and an evaluation strategy. 
  • Coordinate, participate in, and oversee analysis of both qualitative and quantitative data. 
  • Consolidate technical input from team members and ensure that deliverables are met in a timely manner. 
  • Coordinate process of assembling the lessons learned, findings, conclusions, and recommendations in the evaluation reports. 
  • Respond to report comments from both SI headquarters and DFID. 
  • Lead the preparation and presentation of findings, conclusions and recommendations to DFID Kyrgyzstan.
Qualifications:
  • Master’s degree and at least 12 years of relevant experience in M&E and/or technical advising in democracy and governance development programming, (or, Ph.D. and eight years). 
  • Demonstrated M&E technical skills including data collection and verification, annual and mid reviews, rigorous mid and final evaluation designs/methodologies, qualitative and quantitative data analysis, sector assessments. 
  • Prior experience working in Kyrgyzstan and understanding of the Kyrgyzstan country context, including key stakeholders in parliament, civil society, and political factions.
  • Familiarity with DFID project cycle, policies, regulations, and monitoring and evaluation methodologies and reporting requirements. 
  • Strong understanding of DFID’s Value for Money (VfM) concept and ability to develop VfM metrics.
  • Fluency in English required; Russian or Kyrgyz language proficiency (oral and written).
