Project Officer for Empower Youth for Work Program

Background:
Oxfam would like to start the program ‘“Empower Youth For Work!”, starting June 1st (5 years) pending on funding.The program’s ambition is that young people in Pakistan, Bangladesh, Ethiopia and Indonesia are empowered and have improved skills and jobs. This program focuses specifically on Small Medium Enterprise (SME) development; improved jobs; skills development for youth; climate change, and Sexual Reproductive Health Rights (SRHR). For this position you need to have the expertise on economic empowerment with a combination of passion for youth rights and skills. You need to be a creative thinker who enjoys innovating but at the same time is organized and can deliver a project with high standards. This will involve a great deal of coordination and problem solving therefore you need excellent cross cultural communication skills.

Despite their growing numbers - 1.2 billion of the world's population is now aged 15 to 24 - young people are often excluded from (decent and paid) work and decision
making.

Young people especially in the rural areas face similar challenges including lack of economic opportunities, worsened by the impact of climate change, drives them into already overcrowded and stressed urban centers. This threatens the future viability of rural areas, and food security.

This program addresses these problems holistically, with three key elements:
  • Agency, capacity & skills 
  • Economic opportunities 
  • Policy & norms
Youth will be co-creators and co-implementers. Through civil society partners, and close links with the private sector and government, we ensure that improved skills training is adopted within local structures and innovative social enterprises; unemployment is tackled through improved private sector practice, increased market access and new enterprise development; an enabling social environment is created through grassroots and mass media action. Climate change, resilience, gender and youth empowerment are mainstreamed. 70% of beneficiaries will be rural young women.

Oxfam in Indonesia will have the lead in implementing ‘Empower Youth for Work’.

Pending on funding the project will be over five year from June 2016 in the following regions:
  • West Java
  • South Sulawesi
  • South East Sulawesi
Job Purpose:
  • Responsible for the delivery of Empower Youth for Work Program within Indonesia especially in South Sulawesi 
  • Working with local partners and stakeholders to ensure the EYWP project is on track.  
  • Contribute to Oxfam’s national, regional and global work influencing the private sector to be more gender sensitive and youth inclusive.  
  • Contribute to Oxfam national, regional and global work on Youth as Active Citizenship  
  • Support Oxfam’s work on corporate accountability in Indonesia, including technical assistance for private sectors to improve working conditions and accountability standards, in various value chains
Dimensions:
  • Organizing, coordinating and delivery of agreed plans and strategies
  • Problem solving related to the defined project - problem-solving and analysis involves decision-making with the Supervisor and other relevant stakeholders especially youth themselves.
  • Knowledge required includes understanding on youth employment, private sector, climate change and SRH
  • Good and effective partnership with implementing NGOs, government and the private sector.
  • Use a human centered design approach as much as possible through co-creation and involving stakeholders especially youth
Key Responsibilities:
  • Delivering the program in partnership with local partners and key stakeholders within the program area in Indonesia especially in South Sulawesi according to the program planning and timeline.
  • Building, organizing and supporting EYWP Manager in leading EYWP multi-stakeholder involving other strategic organizations and stakeholders such as Youth Advisory Board, government, and private sector in South Sulawesi
  • Ensuring that youth are involved through all steps of the project in a meaningful way.
  • Supporting EYWP Manager in ensuring the integration of gender in the project implementation.
  • In collaboration with Youth Engagement Officer developing and organizing campaign covering issues of climate change adaptation and mitigation, gender equality, Sexual Reproductive Health Rights and gender and youth inclusive working condition at companies in South Sulawesi
  • Conducting all internal reporting requirements covering program outputs, milestones, progress and financial expenditure.
  • Developing and supporting initiative in the development of new ways of working and mechanisms which promote decision-making, leadership and autonomy of local actors in a way that these are replicable in Oxfam and the sector;
  • Supporting EYWP Manager in ensuring good communication within the project team, Oxfam, with partner organizations, the project beneficiaries and other stakeholders; Representation internal and external networks and related initiatives;
  • Working closely with EYWP Manager, to identify the project risks and control them by taking action and close and regular monitoring;
  • Supporting EYWP Manager in cross-learning between different field locations and ensure that project teams are working to institutionalize harmonized best practice and produce documentation of evidence.
  • 11.        Responding to external and internal inquires related to EYWP especially in the implementation areas in South Sulawesi.
Skills And Competence:
  • Degree in a relevant field required;
  • Experience in entrepreneurship, youth enterprise and youth related program/project in Indonesia.
  • Understanding and passion on involving youth in a meaningful way within the planning and implementation of this project;
  • You have 3 years experience in delivering projects/programs, preferably youth related project/program.
  • Experience of working with partners and with establishing partnerships with national/local actors including private sector and financial institution
  • Strong communication and influencing skills, with proven ability to build relationships with a diverse range of local and national stakeholders;
  • Demonstrated understanding of gender perspective and experience with gender, sexual and reproductive health issues campaign.
  • Understanding on climate change adaptation and mitigation in agriculture and coastal areas will be desirable.
  • Understanding of monitoring, evaluation, accountability and learning (MEAL) principles and practice will be desirable
  • Able to represent Oxfam at the level of local partners, local administration, private sector and government.
  • Excellent writing and analytical skills.
  • Have a results-oriented approach;
  • Experience with financial management and administration
  • Demonstrated ability to work under pressure, prioritize, meet deadlines, and hold self and others to account;
  • Computer literate and IT skills
  • Fluency in Bahasa Indonesia and English, both verbal and written; an understanding and fluency in local language would be an advantage.
  • Willingness to travel regularly within the program areas,
  • Willingness to stay in the community at village level when required.
OTHER:
Able to work with minimum supervision and provide solutions to problems as they arise.
