Position Summary: RI is looking to integrate sector based indicators and institute best practices in Monitoring and Evaluation systems for the sectors, as well as improve its Performance Accountability and Learning modalities and systems by continuing to implement its RI View system. This position will work with RI’s TAD and PAL departments which support program excellence across RI’s global portfolio in Africa, Asia and the Middle East.

Duties:
The TA Officer will be responsible for:
Working with sector leads on review and harmonization of sector-based M&E indicators
  • Work with sector leads as requested to review and consolidate best practice M&E indicators for RI’s main sectors and other cross cutting themes.
  • Coordinate with PAL and TAD to integrate best practice indicators into appropriate RI ICT platforms that are evolving across the organization (e.g. Dev Results, Box, etc.)
  • Make at least one field trip to support M&E at program before end of 2016 and level of travel TBD after probationary review
Coordinating with PAL and TAD to integrate sector-based indicators into RI View
  • Execute the setup of sector-based indicators into RI View, coordinating with the PAL Officer and Technical Assistance Department (TAD). This includes working with International Programs teams and DevResults on the bulk import of indicators and any needed revisions and/or troubleshooting.
  • Liaise with reporting leads on the timely submission of indicator results, providing RI View technical support and training, as needed.
  • Serve as the data lead for the sector-based indicators, analyzing and preparing data snapshots for internal learning at the sectoral and global levels.
Supporting RI learning groups organized around sector areas
  • Work with sector leads and other RI sector experts across the regions on RI learning topics to support meetings, analysis and consolidation or lessons, and representation in leading network and conferences to position RI as a thought leader in the sector.
    • Provide meeting logistics support
    • Research support
    • Analysis, writing and editing support
    • Represent RI at select sector network and other meetings
Supporting PAL Departmental Framework
  • Serve as an RI View focal point for the following global support departments: TAD, PD, GCU, Security, and Communications:
    • Liaise with reporting leads on the timely submission of indicator results, providing technical support, as needed.
    • Providing reporting and navigation training to new users, as needed.
    • Train reporting leads and general users within the respective departments, building a community of RI View "super users."
Maintaining RI View Site
  • In coordination with the PAL Officer, liaise with DevResults on an as-needed basis, participating in quarterly check-ins with DevResults data scientists and flagging needed features requests and issues with DevResults, as they arise.
  • Support the ongoing development of RI View, as needed.
  • Set up new grants as locations on a monthly basis
Qualifications & Requirements:
This position demands a dynamic individual with a demonstrated ability to achieve results in demanding and often difficult environments.
  • M&E course work in relation to at least one of RI’s four core sectors at a graduate level.
  • Minimum of 5 years professional experience supporting M&E systems, with exposure to M&E design, data collection and management, data analysis, and presentation or analysis in summary written form with supporting quantitative and qualitative analysis.
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently in high-stress environments
  • Strong quantitative data-base and other M&E systems software experience
  • Excellent writing skills; speaking and writing fluency in English is required, language fluency in additional languages is preferred
  • Excellent time management skills, resourcefulness, with strong attention to detail
  • Ability to work virtually with team members spread out around the world
  • Excellent analytical and organizational skills
  • Ability to think critically and creatively
