Handicap International Job Vacancy: Field Coordinator - Severodonesk, Ukraine

Through its Humanitarian Response Division (DAH), the organization is committed to:
  • Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours;
  • Provide assistance to vulnerable groups affected by a crisis, including PwD (People with Disabilities) and meet their specific needs.
  • Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.
MISSION CONTEXT
Since April 2014, eastern Ukraine experiences a significant humanitarian crisis situation due to the persistence of armed conflict, opposing the Ukrainian Government and Separatist forces. As of 2 February, at least 6,000 people were killed and 15,000 people were wounded, more than 5 million people are in need of assistance, and 1,1 million IDPs are registered across the country. The conflict has plunged the majority population of Donetsk and Lugansk regions in an alarming situation, who is no longer able to access income and to meet their primary needs, such as food, water, health care and shelter. Many people suffering from injuries or disability do not have access to governmental or Non-Governmental assistance because of their mobility reduction, increasing their vulnerability and their emergency humanitarian needs.

The project implemented by Handicap International in Ukraine is currently responding to the most urgent needs identified for people with functional limitations, including people with disability, with possible further developments in the future.

Physical rehabilitation and capacity building:
Prevention and reduction of the risk of complications/impairments of war-affected people through home-based rehabilitation, donation of assistive devices and capacity building of health facilities in terms of early rehabilitation care.

MISSION DESCRIPTION
Under the direct responsibility and support of the Head of Mission, you will be responsible for:
  • Ensuring the security of the staff members, operations etc. under your responsibility;
  • Ensuring the coordination of the program implemented in your area (operational, human resources, material or financial aspects);
  • Representing Handicap International towards local authorities and partners at local level;
  • Guaranteeing application and respect of logistics, administrative and financial procedures, based on the direct supervision and support to the Administrative and Logistics Managers;
  • Ensuring the operational management of the team placed under your responsibility ;
  • Participating in strategic direction of mission as part of the coordination team ;
  • Ensuring smooth and regular communication flow to and from the coordination team, reporting activities by all member of your team toward coordination team ;
SPECIFICITIES
  • Position based in Severodonetsk with regular field visits. Possible visits to Kiev.
  • Living conditions: guesthouse in Severodonetsk, shared with other expatriates (no charges), relatively small city but possibility of social life (a few good restaurants, cafes, sports facilities), expatriate community
  • Security conditions: relatively safe in Severodonetsk, high level of insecurity during field visits
Cold in winter under 0 degrees C (December to March). From March, above 0 degrees C and nice weather the rest of the year.

PROFILE REQUIRED
Education
  • Degree in Humanitarian/Development Action, Humanitarian Law, Political Sciences or related fields
Experience
  • A prior experience as a Field Coordinator in emergency context, preferably in a conflict setting
  • Proven strong experience in security management
  • At least 3 years’ experience of humanitarian/development project management with knowledge of project cycle management and tools
  • Proven managerial experience
  • Proven representation experience
  • Experience with need and security assessments as well as proposal writing is a strong asset
  • Experience in the region would be a strong asset

  • Ability to work under high pressure and in unsecure environments
  • English mandatory (oral and written) ; Russian knowledge is a strong asset

CONDITIONS
  • Status: salaried contract according to experience (from 2,700 euros gross + perdiem of 355€ + hardship allowance of 250€)
