This position is for Indonesian Nationals only, based in Jakarta Office, Fixed Term Contract for one year (extension possible). And on C level. 

Economic Justice Programme Finance Coordinator

Job Purpose:
The post holder will manage the program finance of EJ Programme and provide support to the EJ Programme Director and Coordinators to ensure good accountability, effective and efficient management of EJ Programme fund and compliance to Oxfam and donors’ operational procedures. The post holder will be responsible to supervise EJ partners and project financial officer(s) to be able to comply with Oxfam standards and produce good quality financial reports. Line management of EJ Program Senior Finance Officer and Finance Officers.

Key Responsibilities:
  • To provide direct support to the Programme Director in the financial management of EJ Programme.
  • To be responsible for the overall responsibility for the implementation of financial systems and control.   This includes leading in providing support, advice and training for all EJ staff and partners on procedures and ensuring that financial systems are adhered to by all levels of personnel and comply with the International Division Finance and Indonesia Finance Procedures.
  • To develop and ensure the provision of schedule and quality assurance of both internal and external financial reporting. 
  • To ensure EJ Programme’s finance operations are working properly, this includes: payment processes (timely manner); production of timely management information; verify payment vouchers. 
  • To ensure the security of cash, namely cash forecasting, transfer, transportation and storage. 
  • To provide direct support to the Programme Director to supervise the creation of budget proposal for donors, and to provide analysis of consolidated statement of expenditure against budget on EJ Program in a regular basis that will assist overall project planning and delivery.
  • To provide direct support to the Programme Director to endorse all financial reports of internal (budget monitoring) and external stakeholders (budget proposal, donor report and etc.). 
  • To develop and ensure the implementation of required financial tools to improve the effectiveness and efficiency of EJ Programme financial management.
  • Contribute to the implementation of financial systems and control. This includes training and briefings for all staff on procedures and ensuring that financial systems are adhered to by all levels of personnel and comply with the International Division Finance and Indonesia Finance Procedures.
  • Contribute to partner financial system and control. This includes conducting partner financial assessment, monitoring and building capacity of partners to comply with both Oxfam and donor standard.
  • Contribute to the statement of expenditure against budget on all programmes on a regular basis and that will assist project planning and delivery. Assist with the transactional and reporting aspects of the financial management systems of the relief program.
  • Contribute to the implementation of gender responsive financial management. This includes such as ensuring gender related activity is budgeted into the program/project planning, equal opportunity of both men and women during recruitment process, etc.
Skills And Competence:

Essential:
  • A minimum of 7 years experience working with a Local NGO or and INGO working with local NGO partners in financial management/finance posts.
  • Education to university degree on accounting or finance.
  • Experience to work with non-government organizations and have sufficient knowledge on the dynamic of civil society group in Indonesia.  
  • Ability to prioritize own workload, to work independently and to work to deadlines.
  • Good written English is essential.  Have a good communication skills and adaptability to the diverse and difficult circumstances.
  • Well developed interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Willingness to travel at short notice.
  • Share the common values with the aims and objectives of Oxfam to work with others overcoming poverty and suffering.
  • Committed to gender equality values and action and confidence to promote these values to wider stakeholders involved in humanitarian responses.
  • Committed to child protection.
  • Committed to work in complex emergency situation
Desirable:
  • Previous working experience with Oxfam.

OTHER:
Able to work with minimum supervision and provide solutions to problems as they arise.
