PROJECT DESCRIPTION
The Indonesia Clean Energy Development (ICED II) Project is a sixty (60) month project funded by the USAID (United States Agency for International Development) and implemented by Tetra Tech ES, from May 2015 through May 2020. The purpose of USAID’s Tetra Tech is to assist the GOI in establishing an effective policy, regulatory and incentive environment for low-emission growth in the energy sector, while simultaneously attracting public- and private-sector investment in clean energy development

POSITION DESCRIPTION
The Training and Capacity Building Manager has overall responsibility for ICED II activities related to training courses, workshops, seminars and other events designed to build both individual and institutional capabilities related to clean energy and climate change mitigation.  S/He will also work closely with Components 1 and 2, in support of organizing and conducting (directly or as co-sponsor) ICED II events, and Component 3 as it relates to event logistics.

S/He will work under Component 2, Task 2.2; Increased Local Capacity of Science, Technology, Innovation and Human Resource for Clean Energy Growth under the supervision of Lead Component 2 – Clean Energy Project Development Specialist.

Roles and responsibilities: 
  • Prepare the capacity building sections of the ICED II Annual Work Plan under Task 2.1: Increased Local Capacity of Science, Technology, Innovation and Human Resource for Clean Energy Growth; 
  • Develop a standardized event planning form and train ICED II staff how to complete;
  • Assist staff in Components 1, 2 and 3 in planning events related to training and capacity building and in line with the approved Annual Work Plan;
  • Organize ICED training workshops and other capacity building activities (e.g., compiling presentation materials, communicating with partners and stakeholders, preparing promotion materials/participant invitations, preparing event summaries, preparing budgets and budget monitoring);
  • Work with the Office Manager regarding logistics and funding needed to support ICED sponsored (co-sponsored) events;
  • Meet with ICED partners in planning and organizing jointly funded events; and with government and private sector partners in supporting their events where ICED is an implementing partner; 
  • Provide information and other input for the monitoring, evaluation and reporting of project capacity building activities;
  • Help to set annual and life of project results for related performance indicators such as persons trained and institutions with improved capacity;
  • Assist the ICED Monitoring and Evaluation Manager to compile results from ICED capacity building activities for the quarterly and annual progress reports; 
  • Help to conduct initial landscape assessments covering government agencies, industry associations, and academic institutions to identify the capacity building needs of these entities to promote science and technology advancements in the relevant area of clean energy, such as energy planning, modeling and integration; 
  • Provide input to develop roadmaps and/or pilots for deployment and scaling-up, as well as to assess their individual needs for assistance in strengthening human capacity to support ICED supported innovations; 
  • Help to conduct an inventory of the existing educational/training programs that provide training in specific clean energy technology production and maintenance.  This may involve existing schools and associations to further develop their clean energy curriculum and delivery of associated training;
  • Assist and supervise the activities of gender “awareness” and “sensitivity’’ of project beneficiaries and stakeholders, including evaluation on gender self-efficacy - ICED II training activities;
  • Prepare and submit quarterly Participant Training Report;
  • Enter all information in USAID Trainet; and
  • Other duties as assigned.
QUALIFICATIONS AND REQUIREMENTS
  • University degree in related field. Relevant experience and another university degree may substitute for the degrees mentioned. Advance degree holder is preferred
  • A minimum 10 years’ experience in capacity development and program management,
  • Experience conducting organizational capacity assessments and facilitating focus groups.
  • Familiarity with renewable energy sector is highly desirable.
  • Ability to write and speak fluently in Bahasa Indonesia and English.
  • High skill levels and experience in Microsoft Office software, particularly: Word, Excel, PowerPoint, etc.
  • Ability to effectively organize, prioritize work assignments, and work well under pressure and high stress tolerance
  • Ability to work on multiple assignments simultaneously while maintaining schedules and meeting deadlines 
  • Ability to work independently and as a team member
  • Ability to appreciate international diversity and to establish effective working relationships with international clients
  • Ability to establish and maintain working relationships with clients, supervisor and project staff
