    JOB CONTEXT :
    Under the umbrella of the Direction of development Action, the MyTh (Myanmar Thailand) program involves all Handicap International activities developed in Myanmar and Thailand and was created in 2016 with the merge of 2 already existing missions. Setting up cross border initiatives and integrate the coming return of refugees from Thailand to Myanmar is at the heart of the regional strategy.
    In Thailand, HI started working in 1984 and first focused its actions on the delivery of mobility and assistive devices to Thai and Burmese landmine/ERW victims. HI currently implements activities in nine camps of Burmese refugees on the Thailand/Myanmar border and in three thematic areas:
  • Rehabilitation and Disability
  • Social Inclusion (DSI)
  • Risk Education (RE)
HI's first activities in Myanmar were in the frame of the Cyclone Nargis's response, from October 2008 to December 2009. Following the ratification of the CRPD by the Myanmar authorities, HI decided to reopen a mission in Myanmar in 2014 and signed a Memorandum of Understanding with the Ministry of Social Welfare in September 2015.
HI in Myanmar currently intervenes in 3 areas:
  • Disaster Risk Reduction through a project on earthquake preparedness supporting the capacities of the Yangon Health Hospital on mass causalities management,
  • Support to civil society by developing local branches of Disabled People’s Organisations in Mandalay and Ayayerwady Regions
  • Victim Assistance in Kayin State and East Bago including Risk Education, Rehabilitation and livelihoods supports.
Handicap International coordinates the National Victim Assistance Technical Group, gathering national and international actors under the umbrella of the National Mine Risk Working Group (MRWG) chaired by the Ministry of Social Welfare, Relief and Resettlement (SWRR). The MRWG has developed a 2015-16 Mine Risk Strategic Plan, including work plans on RE and, with HI leadership, on Victim Assistance. In the frame of this group, HI participated in developing national RE tools.
YOUR MISSION:
Under the direct management of the Regional Program director, you will directly manage a team of 6 people.
The RE and VA projects that will be under the management of the HMA coordinator are based on a community approach. They support victim assistance centres (VAC) in Kayin State and Bago East and a network of volunteer community focal points from the partner, who will each provide assistance to victims through peer-to-peer support, the provision of direct services (psychosocial support, rehabilitation, and livelihood development) and referrals to existing services, including vocational training and microcredit.
So far, the VA projects have 3 donors: WRA, UNICEF and Disability Social funds (local funds from US Embassy)
You have a strategic position for HI’s Myanmar/Thailand programme. Through supervising the implementation of RE and VA projects, you contribute to position HI as a key actor in the Humanitarian Mine Action sector in the following pillars:
  • Clearance of Mines and Explosive Remnants of War (ERW);
  • Risk Education;
  • Advocacy;
  • Victim Assistance.
You define a strategy for HI in the sector and contribute to invest it and to ensure the quality management of RE and VA projects.
Your responsibilities are:
  • Responsibility 1: Ensure development of Mines/ERW Risk Education and Victim Assistance
  • Responsibility 2: Manage projects under HMA area
  • Responsibility 3: Ensure HI’s positioning in clearance of mine and ERW
  • Responsibility 4: Contribute to advocacy to ban landmine and cluster munitions in Myanmar

CANDIDATE’S PROFILE :
  • You hold a Master degree in international relations, politics sciences or other relevant fields linked with the expectations of the position
  • You have at least 3 years of experience in Humanitarian Mine Action project management
  • You have previous experiences in project management in VA sector (psychosocial, rehabilitation and/or livelihood)
  • You have proven experience in developing Humanitarian Mine Action Strategy
  • You have strong proposal writing skills and analytical skills
  • You have predisposition to work within a multi-cultural team
  • You have excellent communication and writing skills in English
JOB ENVIRONMENT
There is no specific security issue in both countries. Travelling to Kayin State requests travel authorisations.

The HMA coordinator will be based in Yangon, an Asian capital with choice of leisure and entertainments.

Missions in Thailand Site will be expected in order to create links and coherency in Risk Education area as well as for a good understanding of the context of Burmese Refugees in Thailand.

CONDITIONS:
