It has been providing humanitarian aid in the Philippines for more than 70 years, with a permanent presence since 1982. The ICRC works closely with the Philippine Red Cross, its primary partner in the country.
Join the Water and Habitat team of an international humanitarian organization. The ICRC delegation in the Philippines is looking for:
WATER AND HABITAT HEAD OF PROGRAM
Based in Makati
Reporting to the Water and Habitat Coordinator as Head of Program, you will develop, coordinate and implement strategies and projects that help ensure access to potable water, sanitation and shelter facilities in affected communities, as well as those aiming to improve the living conditions in jails and prisons. You will engage towards a wide range of multiple stakeholders and lead, guide and supervise team members.
MAIN TASKS
Problem analysis update and program strategy revision
  • Oversees the process for data collection and analysis, and works with the team to draw out insights and recommendations
  • Maintains an up-to-date analysis of the humanitarian problems and proposes strategy adjustments when necessary
  • Drafts comprehensive problem analysis and operational strategy documents contributing to the institutional processes
Management of water and habitat programs
  • Ensures the integration of water and habitat programs within the delegation’s operations by maintaining communication and collaboration amongst relevant departments and services
  • Plans activities, supervises and validates technical inputs of project managers including field assessments, project proposals, progress reports, reporting documents and procurement processes
  • Deploys to conflict- or disaster-affected areas in the Philippines when necessary and manages emergency response interventions

Program financial management and follow-up
  • Maintains an up-to-date overview of the water and habitat program financial plan
  • Compiles and submits monthly financial plans and cash requests
  • Validates financial plans and follow-up prepared by project managers
REQUIRED PROFILE

Selection requirements
  • A licensed engineer with a Bachelor’s/College Degree in Civil or Structural Engineering or equivalent
  • Completed an MBA program or a Master’s degree in a management discipline
  • At least eight years work experience with minimum five-year demonstrated experience in program management
  • Willingness to relocate and be based within any of the delegation’s operational areas in the Philippines
