Funding will come through the Asian Farmers’ Association for Sustainable Rural Development (AFA) under the EU-IFAD ASEAN Farmers Organisations Support Programme.

Background
The ASEAN Foundation (AF) is an organisation from and for the people of ASEAN. The Foundation was established by the ASEAN Leaders in December 1997 at the ASEAN’s 30th Anniversary Commemorative Summit with the vision to build a cohesive and prosperous ASEAN Community. As an ASEAN’s body, the Foundation is tasked to support ASEAN mainly in promoting awareness, identity, interaction and development of the people of ASEAN.  The ASEAN Foundation is located in Jakarta, Indonesia.

The ASEAN Farmers’ Organisations Support Programme (AFOSP) is an EU and IFAD Grant funded multi-stakeholder project (2015-2019) that aims to improve the livelihoods and food security situation of smallholder farmers and rural producers in ASEAN countries. Its main objective is to strengthen the institutional and operational capacities of farmers’ organisations (FOs) in the region and to promote policy dialogues and interactions at all levels.  AFOSP consists of two highly complementary actions, such as:

  • Support to the Medium Term Cooperation Programme phase II and regional policy dialogue in ASEAN region – MTCP-ASEAN
  • Farmers Fighting Poverty – Food Security Initiatives of Farmers’ Organisations in a Regional Perspective programme (FFP/ASEAN)

The AFOSP-Engaging with ASEAN mainly supports the activities under MTCP-ASEAN. The role of AF is to promote policy dialogue and interactions between MTCP-ASEAN FOs and the ASEAN level institutions. The overall mandate of AF is to help actualise and energise the ASEAN Blueprint 2025 especially the ASEAN Economic Community (AEC) and ASEAN Socio-Cultural Community (ASCC) 2025 blueprints. Specifically, the key role of AF is to bridge the coordination between the relevant sectoral ASEAN bodies, such as the ASEAN Ministers Meeting on Agriculture and Forestry (AMAF) and ASEAN Ministers Meeting on Rural Development and Poverty Eradication (AMRDPE); and to facilitate the engagement and participation of FOs under MTCP-ASEAN in the regional policy-making processes.

This AFOSP-Engaging with ASEAN project falls under the ASEAN Foundation’s thematic area of community building. Under this thematic area, projects have the goal of encouraging participation from different stakeholders in ASEAN for them to benefit from the process of ASEAN integration. The goals are also about strengthening existing bonds of solidarity and cooperation, placing people at the centre of the ASEAN community building process.

GENERAL OBJECTIVE
The ASEAN Foundation seeks a Project Manager (PM) to coordinate and to ensure the effective and efficient day-to-day implementation of the project under the overall guidance and supervision of the Executive Director.  The PM will ensure the functioning of the project from the beginning to the end including project inception activities, annual and quarterly planning and reporting and implementation of project activities, project reviews and project closure.

The PM is also expected to work closely with the Programme Manager of the ASEAN Foundation to ensure synergy and complementary between the AFOSP-Engaging with ASEAN project and other projects in the ASEAN Foundation.

GENERAL FUNCTIONS
The PM is expected to provide technical support and advice related to the ASEAN structure, process and dynamics and will keep close relations, good coordination and sharing of information with the ASEAN Secretariat (ASEC).  S/he will liaise and coordinate project activities with ASEC, EU and Asian Farmers Association for or Sustainable Rural Development (AFA) and identify thematic learnings for knowledge sharing in ASEAN.

Specifically, the roles and responsibilities of the PM are as follows.

  • Prepare and update project annual and quarterly work plans with clearly stated milestones together with budgets for submission to the Executive Director for clearance.
  • Prepare and participate in work planning and progress reporting meetings of AFOSP-Engaging with ASEAN.
  • Review project resource requirements and provide advice on the need for budget adjustments and possible revisions.
  • Advice on revisions to work plans and budget plans based on project implementation Prepare Terms of References (TORs) for required inputs (individual and institutional consultancy services, the procurement of goods, organisation of training, seminars, etc) to the Executive Director for clearance, and administers the mobilisation of such inputs.
  • Provide technical advice to the implementation of the project activities, review technical reports and monitor technical activities carried out by the responsible parties.
  • Assume direct responsibility for managing the project budget by ensuring that:
    • Project funds are spent properly.
    • Expenditure in accordance with the project document and project work plans.
    • Accounting records and supporting documents are properly kept and financial reports are prepared.
    • Financial operations are transparent and financial procedures/regulations are properly applied.
    • Follow-up and ensure that required inputs are processed in a timely and transparent manner and attest to the timeliness of submission and the quality of goods and services procured for the project
  • Prepare project progress reports and the project final report.
  • Ensure the timely submission of work plans, reports, outputs and other deliverables to AFA for review and evaluation as appropriate.
  • Develop and implement monitoring and evaluation (M&E) mechanism for project’s financial, administration, and operation activities in coordination with the ASEAN Foundation’s process and procedures and ensure timely submission of progress and financial reports.
  • Keep good records of project documents, by establishing and maintaining a systematic filing system of key documents (in hard copy and soft copy) in line with audit requirements.
  • Prepare brochures, publications, press releases, content for social media regarding the project implementation.
  • Identify gaps, additional needs and unfunded potential in the project within the overall programming of the ASEAN Foundation for sustained engagement, and work with project partners to mobilise resources accordingly.
  • Build relations and effective networks with relevant project partners, ASEAN sectoral bodies, civil society, donors, the private sector to further interest of the project.
  • Prepare together with the Executive Director relevant proposals for mobilising of human, technical or financial resources.

Specifications

Education and Experience

Essential

  • University degree (preferable post-graduate degree) in agriculture management/ science, natural resource management, environmental science, sustainable development, public policy, development studies, or related field.
  • At least five years of progressive experience in coordination activities as well as project management, planning and implementation.
  • Experiences with ASEAN projects and procedures.
  • Knowledgeable about ASEAN sectoral bodies, processes and dynamics.
  • Familiarity with EU funded projects is an asset.

Qualifications and Technical Skill

Essential

  • Excellent working level of English language in both writing and speaking.
  • Advanced user level computer skills and strong knowledge of various software including Excel, Power point and Word.
  • Strong analytical skills.
  • Excellent inter-personal and negotiation skills.
  • Experience coordinating multi-partner projects, and proven experience in partnership building and networking.

TIME FRAME
The duration of the project is for 3 years (2017-2019)

REMUNERATION
A lump sum monthly salary will be provided commensurate with the qualification and experience.
