Hagar International Job Vacancy: Group Manager Human Resources - Phnom Penh, Cambodia

Summary: The Group Manager Human Resources is responsible for developing and implementing the global strategy for HR, based on alignment to the overall strategy and goals of Hagar International. This role is also responsible for the operational implementation of the strategic HR programmes, frameworks, policies and procedures developed from the strategy, that are consistent globally across Hagar International locations. They will ensure appropriate stakeholder engagement and communication on development and rollout of all programmes and initiatives.

HR areas of focus will include Recruitment and On-boarding; Remuneration; Performance Management; Leadership and Capability Development; and Systems, Policies and Processes. The HR function will be efficient and effective and act as an integral partner with our service and support delivery functions, providing HR programs and support that assist Hagar to deliver on its strategy.

The Group Manager HR will also support the CEO and key senior executive with HR related matters as required. They will act as a role model and coach for other managers and staff, supporting with HR issues and building managers’ people leadership capability. 

Major Responsibility 1: Provide HR leadership to CEO and senior management
  • Support the CEO with day-to-day HR needs. Proactively identify needs and support planning for HR events requiring people strategy input (eg induction, All-staff events, off-sites)
  • Act as advisor for all HR related matters, including coaching and mentoring of senior managers for resolution of HR issues as required
  • Assist CEO, Executive Directors and senior management with people strategy as part of their overall strategy and development of operating plans.
  • Identify implications for Hagar International arising out of national and local HR issues and activities, and provide timely advice to the CEO to anticipate and respond to change.
Major Responsibility 2: Develop a global HR strategy for Hagar International
  • In consultation with key stakeholders and CEO, develop an HR strategy that aligns with and reflects Hagar International’s values, goals and strategic objectives;
  • Identify current status, desired future and hi-level plan to achieve this
  • Act as a key member of Group Services Management team, contributing to the Groups Services operational strategy, working collaboratively across the organisation and ensuring alignment of the HR strategy with the broader operational priorities
Major Responsibility 3: Build an Operating Plan and HR Calendar aligned to the strategy
  • Translate the priorities from the HR strategy into an annual Operational Plan with HR Calendar
  • Oversee the delivery and implementation of the operational plan
  • Ensure ongoing review and evaluation of services and projects for effectiveness and alignment to Hagar strategy, with annual delivery of Operating Plan and Calendar prior to new year.
Major Responsibility 5: Lead and manage an effective HR function
  • Ensure the HR function has a global view on strategy and operations, aligning policies, processes and procedures to be globally relevant
  • Develop the annual HR Budget in conjunction with Finance and manage the budget appropriately throughout the year, delivering HR functions within budget
  • Look to develop effective and efficient ways of operating and working with staff and management, providing streamlined and online HR solutions aligned to best practice where possible
  • Evaluate, review and report against strategic and operational plans regularly – quarterly for Strategic plan and monthly for Operating plan
  • Ensure policies and procedures are in place that minimise risk to Hagar International relating to HR and ensure adherence and compliance to all statutory and legislative requirements, including monitoring where appropriate
  • Ensure HR staff are coached, trained and developed to build their capability and knowledge of best practice HR
  • Develop appropriate performance objectives with HR staff and provide performance feedback and review as appropriate
Major Responsibility 6: Build collaborative relationships across all offices and stakeholder groups
  • Foster and develop collaborative and productive relationships across the organisation
  • Build and maintain effective working relationships with external stakeholders, including other NGO organisations, relevant agencies and authorities, understanding best practice and current HR trends
  • Act as an integral team member of Group Services, working collaboratively across functions to support the operational effectiveness of Hagar
  • Represent Hagar as an international organisation committed to advocating for broad systemic change and responding to human rights abuses, and the provision of high quality, trauma informed and value-driven care and support to survivors of abuse and exploitation.
  • Act as a role model and leader in the organisation, demonstrating a ‘One Hagar’ approach and assist in building and embedding a culture aligned with Hagar values and strategic direction.
  • Complete any additional duties as requested by manager (<5%)
