JOB CONTEXT:
Handicap International has been working in China for 18 years. Our objective is to promote more inclusive development policies and implement projects that improve the socio-economic inclusion and quality of life of persons with disabilities, especially in rural areas. HI runs his projects in close cooperation with governmental partners, civil society and associations of people with disabilities.

Disability is a cross-cutting issue and each organization or community has responsibilities to provide barrier-free environments for persons with disabilities so that they can enjoy their basic rights for participation and access to services.

There are more than 83 million people with disabilities in China (equivalent to the entire population of Germany) and more than 75% of them are living in rural areas. In these areas, access to services for people with disabilities is still challenging.

We currently operate in Beijing and in Yunnan province and we are planning to launch a new project in Shanxi province in early 2017. Our head office is located in Beijing.

The following projects are ongoing:

  • Physical rehabilitation
  • Community Based Rehabilitation
  • Mental Health and Community Based Rehabilitation
  • Two advocacy projects one on Inclusive Education and one on Disability, Gender and Sexuality.
  • Gender, Women and Disability.

We are also planning to launch a new poverty alleviation project in early 2017.

YOUR MISSION:
Based in Beijing, under the supervision of the desk officer based in Brussels, as Program Director you are in charge of continuing implementing the current strategy of HI in China (2014-2018) and to start designing the new strategy to be launched in 2019. You are also in charge of leading/finalizing the registration process of Handicap International in China and to represent Handicap International Federation in the country.

Since January 2015, the support service team based in the office of HI China is shared with HI DPRK. As a consequence, the Country director (Program Director) of HI China is closely coordinating with the Country Director of HI DPRK the daily work and performance of the support service team.

You manage a team of 3 persons at a coordination level.

Your main responsibilities:

  • Put into effect the mandate of HI Federation in the country of mission
  • Represent the Federation internally and externally
  • Implement and develop the strategy (annual and long-term) at national and regional level
  • Human Resource management in close collaboration with the Support Service Coordinator
  • Financial Management of the programme (including Institutional Funds)
  • Management of communication
  • Security and general functioning

CANDIDATE’S PROFILE:

You have:

  • University degree and/or equivalent professional experience
  • Knowledge of subjects related to Handicap International’s mandate
  • Knowledge of financing through public aid/private donors for development and/or emergency
  • Minimum of 3 years field experience, and at least 2 in a similar position. Solid team management experience
  • Experience in programme management (setting up and managing projects, project cycles, logical frameworks)
  • Excellent external communication and networking skills
  • Strong leadership skills, ability to mobilise his/her team
  • Strong diplomatic skills and respect of other cultures. Openness and interest in the Chinese culture.

Languages: excellent knowledge of English (written and spoken) is required. Knowledge of Mandarin Chinese is highly desirable. French is an asset

Employee: from 3220€ gross salary/month regarding the experience of the candidate + perdiem + medical health coverage, retirement planning, repatriation insurance. Open to family.
