Mekong Institute (MI) is an inter-governmental organization owned and operated by the six GMS governments. MI began its operation in 1996. Through the years, MI shares its development work in accordance with the changing need of the GMS region. With the support from the six GMS governments, MI works together with development partners to implement various development projects including training, research and policy consultations focusing on GMS issues for a more integrated, prosperous and harmonious GMS.

Role of Department
The role of the CKM Department is to be the focal point for all of MI’s external and internal communications and knowledge Management. This includes:

  • Production of communications and for external stakeholders via public relations, publications, the website and other electronic media;
  • Quality control of all communication materials and formats to ensure the MI brand and identity are appropriately conveyed to external stakeholders;
  • Facilitation of staff and participants’ access to MI’s knowledge assets;
  • Managing the alumni and consultant data bases and communications with alumni; and,
  • Providing staff and participants with knowledge services and related technical support.

Position Description
Under the direct supervision of the Director of CKM (Communications and Knowledge Management Department), the Knowledge Management Officer contributes to strengthening MI’s knowledge management and information systems. S/he will assure that MI’s knowledge products and advice systematically incorporate the most reliable, up-to-date and comprehensive knowledge available from the region and beyond. The Officer will also be responsible for ensuring that knowledge generated by MI is shared and disseminated internally and externally, and used in an efficient and effective manner. In addition to the daily CKM work, the Officer will also work closely with the IT team to maintain website standards with regard to new development. This role will work across departments and team members throughout the organization.

Main Deliverables, Responsibilities and Tasks

  • Provide guidance and advice on knowledge management best practices, standards, policies and procedures to significantly improve the quality and impact of MI’s knowledge products and services as well as to enhance the efficiency and effectiveness in line with MI’s Strategic Plan;
  • To ensure documentation and learning from the website and e-learning portal is shared and communicated effectively;
  • Turn MI’s e-Library into the most relevant source material available for preparing a research paper, case study, thematic publication, keynote address or any other similar requests;
  • Develop databases and online web portals for information and knowledge dissemination and exchange;
  • Provide capacity building activities and technical assistance to strengthen and empower users to generate, collect, use and share knowledge;
  • Graphic Design skills to improve and edit art-work, photos, charts and other graphic elements;
  • Liaise with other Departments in the promotion of knowledge services;
  • Perform other duties as assigned.
Required qualifications, skills and experience

  • Experience with Knowledge Management, workflow tools, knowledge representation, information architecture methodologies along with assessing the usability and effectiveness of deployed knowledge is required.
  • Master degree in Information management, Communications or other related fields.
  • Good in English writing.
  • Strong user-centered design and research practices
  • Ability to articulate and document business requirements and design concepts
  • Experience managing software and information life-cycle
  • Strong cross functional and cross organizational integration skills
  • Proven project management, process management, and operations management skills
  • Willing to live and work in Khon Kaen of Thailand
