UNOPS has been present in Bangladesh since 2003, through programmes focusing on police reforms, disaster management and fund management.

In 2014, UNOPS established a formal representation in Bangladesh as a response to a request from the UNOPS Executive Board to provide more substantial support to the Government of Bangladesh (GOB) in areas related to capacity and systems development to national institutions, and resilient infrastructure.

General Background on the Assignment
Strengthening Humanitarian Preparedness and Response Programme (SHPR)
There is consensus amongst the Government of Bangladesh and Development Partners on the need to provide more effective and efficient humanitarian support to refugees and vulnerable communities in the event of natural and/or human induced disasters. UNOPS is currently developing the SHPR Programme that will be a funding platform through which such a response will be coordinated and funded.

This platform intends to achieve the following:

  • Augment disaster preparedness and disaster risk reduction including for large scale catastrophic emergencies and recurrent, predictable events, in keeping with GoB priorities and international agreements such as the Sendai Framework;
  • Respond to the impact of disaster events through the provision of predictable, timely and high quality humanitarian support;
  • Deliver urgent humanitarian support to refugees and needy host communities as well as creating an enabling environment for related relief agencies through support to coordination fora.
The SHPR Programme has already secured financial contributions for the period of 2017-2020 and a number of projects are currently being formulated with implementing partners.

As the Fund Manager, UNOPS will be responsible for multiple functions including, design of an early recovery/emergency response facility, fiduciary management, legal and technical oversight, monitoring and evaluation, reporting, quality assurance and communication. UNOPS will also be required to support the humanitarian agenda from the onset of this project.

Functional Responsibilities
Purpose and Scope of Assignment

  • UNOPS seeks an experienced professional to setup and lead the UNOPS team that will deliver Fund Management Services to the SHPR Programme.
  • The Fund Manager will have overall responsibility of implementing the SHPR Programme and will have a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners / stakeholders to ensure the SHPR programme is capable of effective service delivery.
  • The incumbent will have substantial experience in the humanitarian and disaster response areas. Responsibilities will include inter alia, overall project and grant management, project setup and management, team setup and management, stakeholder management, some technical oversight functions and leadership in designing an Emergency Response Facility. S/he will also take the lead in providing immediate humanitarian advisory support during the inception phase of the project.
