Large-scale displacement took place during the wars of 1948 and 1967, when Israel occupied the West Bank, including East Jerusalem and the Gaza Strip. Many of those displaced have never been able to return. There are currently over 5 million Palestinian refugees spread across Palestine, as well as in Jordan, Lebanon and Syria.
Internal displacement within Palestine remains a concern. Communities come under increasing risk of forcible transfer and other Intentional Humanitarian Law violations, stemming from Israeli policies and practices.
NRC has been active in Palestine since 2009, working across Gaza and the West Bank, including East Jerusalem, to reach Palestinians who are displaced or who face imminent threats of displacement. Our offices in Jerusalem, Ramallah, Hebron and Gaza, provide legal counselling to promote access to human rights, shelter, water and sanitation, and quality education. Nationally and globally, we advocate for the rights of displaced Palestinians and together with local authorities and community-based organisations, we establish mechanisms for monitoring the needs of displaced Palestinians, and promoting community-owned solutions.
Role Specific Information
Key responsibilities:
- Line management for senior project staff and support functions (and Field Office Coordinators) in the area
- Member of the Country Management Group (CMG)
- Compliance with and adherence to NRC policies, guidance and procedures
- Provide area specific input on CC strategies, Country Strategy, Plan of Action and Organize grants opening and closure meetings at area level
- Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
- Assess needs, develop emergency response and implement response plans
- Ensure optimal use of resources within the allocated project budgets and CC strategies
- Represent NRC and networking on area level
- Ensure that capacity building is provided to all staff in the area and Ensure overall security and safety of staff in the area
- Promote the rights of IDPs/returnees in line with the advocacy strategy
- We are seeking a candidate who has minimum 3 years’ experience from working as a Senior Project Manager in a humanitarian/recovery context.
- Strong and mature manager to lead a team of competent staff in the office, and deal with group of senior lawyers, and partners. Excellent negotiation and diplomatic skills to make the right decisions in a complex and sensitive context.
- Someone who has strategy and vison, and solid experience with programming quality.
- Ability to influence and work with different groups to bring them together to achieve NRC objectives in Palestine programmes.
- Some experience with legal aid activities is very important, legal aid and counselling is the largest programme in our office in Palestine.
- Someone who enjoys working independently and autonomously, and a team player.
Additional Information:
Contract period: 12 months
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Jerusalem, Palestine with up to 50% travel (mostly in country)
Approved health certificate will be requested before contract start
