PROGRAM BACKGROUND
Peduli is a Government of Indonesia (GoI) initiative to promote social inclusion as a pathway out of poverty. The Coordination Ministry for Human Development and Culture (Kemenko PMK, also known as PMK) created Peduli in 2010. The Program is funded by The Australian Government through its Department of Foreign Affairs and Trade (DFAT).
SUMMARY OF JOB RESPONSIBILITIES
The Asia Foundation seeks qualified candidates for The Senior Monitoring, Evaluation, Learning and Communications Officer – PEDULI position to lead the approach and practice base of monitoring, evaluation, and learning across the program and lead the development and implementation of an advocacy and communications strategy and associated products. The Senior MEL & Communications Officer will work as part of a team to support and monitor quality, relevance, and usefulness of MEL, progress against the MEL strategy and annual plans, integration of monitoring, evaluation and learning with communications across the program and management of risk. The Senior MEL & Coms Officer will oversee the technical quality of work undertaken by Evaluation and Learning Officer, MIS Officer, and Communications Officer and be responsible for quality, effectiveness, and efficiency of evaluations, research and analytics.
JOB FUNCTIONS
  • Develop and oversight the implementation of the MEL strategy and plan (in conjunction with Peduli staff, GoI, and Partners), taking specific responsibility for:
    • The development and periodic review of the program’s theory of change, assumptions, outcomes, indicators and measures;
    • Monitoring and evaluating (a) knowledge-to-policy-to-practice across the program, and (b) program relationships with partners; and
    • Oversighting a schedule of research, evaluations and analytics that meet the (relevant) needs of the program, GoI, and partners, and which are matched to GoI and project cycles;
  • Coordinate monitoring, evaluation and learning across the program to ensure an integrated and comprehensive approach;
  • Develop, implement and monitor a communications strategy integrated with the MEL strategy and plan; 
  • Collaborate with government and CSO counterparts to design, implement, and assess the impact of communication tools and messages to promote social inclusion; 
  • Ensure effective mechanisms are in place across the program and with partners to reduce the likelihood of MEL and communications-related risks, and monitor and address any breaches in a timely and appropriate manner;
  • Facilitate regular knowledge sharing and learning activities across the program that promote key learnings for the improvement of the program;; 
  • Facilitate a variety of knowledge sharing activities that promote wider learning of social inclusion amongst stakeholders
  • Establish knowledge sharing with relevant external knowledge brokers and managers, and K2P intermediaries
  • Facilitate a range of activities to strengthen the capacity of Peduli Staff, governments, EOs and CSOs, to:
    • Access and use research and analytics for decision-making and program design and implementation; and
    • Undertake monitoring, evaluation and learning;
  • Provide technical monitoring and evaluation guidance and mentoring to the Evaluation and Learning Officer, MIS Officer, and Communications Officer, including review and appraisal of their technical performance;
  • Assess the social inclusion research and analytics needs of Peduli staff, GoI and partners; 
  • Conduct selected evaluations and analytics; 
  • Provide technical supervision of internal evaluations and analytics;
  • Lead in the commissioning and supervision of outsourced research and analytics, including, contributing to the drafting of specifications, agreeing the terms of reference, project managing research projects, commenting of draft research instruments, and editing draft reports; and
  • With the Team Leader and the Communications Officer, contribute to the production of deliverables to DFAT and the Steering Committee.

REQUIREMENTS

  • Minimum of 5 years work experience on monitoring and evaluation for development programs; 
  • Experience designing monitoring and evaluation systems for new programs; 
  • Experience designing and managing communications strategies and systems, with a focus on social media; 
  • Highly developed quantitative and qualitative research skills, with experience in political economy approaches;
  • Highly developed research writing skills and evidence of a publications record; 
  • Experience working with Indonesian NGOs at province/district level; 
  • Experience providing capacity support on M&E, research, and communication skills to NGOs or research institutions; 
  • Knowledge and experience working with women, minorities, and people with disabilities is a benefit; 
  • Experience working with government counterparts, including Kementerian PMK, Bappenas, TNP2K, and Kemensos; 
  • Prior experience working for international organizations or donor agencies.
