Finn Church Aid Job Vacancy: Project Manager - Bangui, Central African Republic

Project Manager – based in Bangui, with frequent field trips to Ombella M’Poko - Central Africa Republic (CAR)

Finn Church Aid (FCA) is the largest Finnish development cooperation organisation and the second largest provider of humanitarian assistance. FCA is a founding member of the international aid alliance of churches and faith-based organisations, ACT Alliance, which has a total of 143 members. FCA’s annual budget is about 45 million euros, and the organisation’s staff consists of around 300 people in 17 countries.

Central African Republic is one of FCA’s main program countries, where the organisation engages in relief and reconstruction work. FCA established a field office in the country in the autumn 2013.

Since its establishment in Bangui, FCA has developed its program to respond to the acute humanitarian crisis, with a specific focus on the education sector, and more specifically on the rehabilitation of school structures. Aiming at restoring access to safe and quality education in CAR, FCA aims at scaling up its reconstruction activities while exploring additional sectors of activities relating to its themes Right to Peace and Right to Livelihood.

Under the direct supervision of the Program Manager, the Project Manager will give his/her technical expertise as required to supervise and manage the construction works for the project and to make sure the works are implemented as per contract terms and conditions.

Areas of Responsibility:

  • Oversee the implementation of construction works of the specific project maintaining appropriate monitoring of progress of work according to contract schedules, specifications and project plans
  • Responsible for supervision of technical staff and consultants assigned to project, and evaluation of their performance on their assigned duties
  • Responsible for implementation of a FCA construction-education project and for providing support in planning and carrying out activities related to other FCA projects in CAR
  • Provide technical support, the role includes meeting quality standards, enhancing beneficiary participation, liaising with other stakeholders, managing and building the capacity of the local staff
  • Be responsible for the implementation, management, supervision and support of the assigned project activities in line with the budget, activities plan and time frame of the relevant project proposal and any applicable national and international standards.
  • Monthly Reporting and reporting to donors
  • Final reports and handover at the end of the Contract
  • Responsible use of project budgets and budget monitoring
  • Ensure that procurement is done according to FCA guidelines and accountability principles
  • Support the implementation of construction and WASH components in other FCA projects in CAR if needed
  • Quality control of activities
Competence and Personal Requirements:
  • Master’s degree in a relevant field of specialization, International Development, Project Management, Degree in Civil Engineering or related discipline is an asset
  • 4-5 years proven site experience
  • Proven experience (minimum 4-5 years) in Project management (administration, finance and HR)
  • Previous experience collecting data and analysing data
  • Good command of results-based management and monitoring and evaluation as key elements of international development programming
  • Previous experience on large scale mixed development projects
  • Ability to effectively manage site programs and associated schedules to required deadlines
  • Proficiency in project budget control and planning techniques
  • Excellent record keeping skills coupled with the ability to effectively deal with designed issues
  • Experience of implementing Education in Emergencies projects in a post-conflict setting
  • Strong planning, monitoring and evaluation skills
  • Strong skills in data collection, analysis and report writing
  • Good understanding of humanitarian approaches and standards and gender issues
  • Experience in cooperating and networking with LNGOs, INGOs, Governmental Institutions, Local Authorities, UN Agencies
  • Strong computer skills, including Microsoft Office package
  • Strong working knowledge of English and French
  • Proven team orientation skills and ability to work effectively with both technical and non-technical staff
  • Excellent inter-personal and inter-cultural skills
  • Flexible and capable of working and living in challenging conditions in a multicultural environment
  • Valid international driving license is required
Living /Environmental conditions in CAR.The Central African Republic is a nation of 4.6 million people, ranked as one of the poorest nations in the world, with an average life expectancy of only 39 years. Bangui is a capital city of about 700,000 inhabitants. Following 3 years of instability and transitional Government, a newly elected president has been in power for one year, being the first democratically elected president in the country. Instability in the regions is continuing including clashes between several armed groups. The capital Bangui is currently relatively calm, but the security situation is volatile and can change rapidly. Hospitals and access to quality health care is very limited.

Malaria is prevalent. It is estimated that 7-8% of the population may be HIV positive. Suitable group housing is available, but electricity and clean water are sometimes sporadic.

The fixed-term contract for this position will be made until April 2018, due to current funding situation, with four months probation period. The compensation is based on FCA Compensation System and depends on prior work experience. Monthly salary includes adverse working conditions allowance. The position is a no-family post and accommodation might be co-housing. Position also includes R&R benefits.
