Stakeholder Engagement Specialist

Abt Associates has been selected by the Millennium Challenge Account-Indonesia to implement the one-year Participatory Mapping and Planning (PMaP) 6 project. Through this project Abt Associates will help over 300 rural villages in fifteen districts throughout the country to delineate and demarcate their boundaries and map their resources to attract future investment in areas that will improve rural livelihoods in an environmentally sustainable manner. In this project, Abt Associates and its team of Indonesian specialists and subcontractors will implement the 21-step Village Boundary Setting/Resource Mapping (VBS/RM) methodology in collaboration with local communities and government through a participatory process.


Abt Associates is seeking a Stakeholder Engagement Specialist who will directly report to the project’ Stakeholder Engagement Coordinator and be responsible for implementing the project’s stakeholder engagement mechanisms and ensure systematic reporting from the village level up. The position will also safeguard adherence to Millennium Challenge Account-Indonesia’s engagement principles throughout project implementation and ensure the participation of women and other vulnerable groups in the village boundary setting and mapping process. The position will be based in Jakarta and require travel to remote locations in the Indonesia.

Role and Responsibilities

  • Provide input in the planning of the work under this contract to ensure adherence to the principle of Free Prior Informed Consent, MCA’s Green Prosperity Environment and Social Management System (ESMS) Framework, and MCA’s Green Prosperity Social and Gender Integration Plan (SGIP) principles throughout the process of contract implementation and ensuring participation of women, vulnerable groups, and indigenous group representation in the implementation process; 
  • Investigate land use and tenure issues of each district, sub district and village in the assigned districts, including indigenous land (adat land) issues in coordination with field teams and core technical team; 
  • Participate in the district and subdistrict level planning meeting and serve as a stakeholder engagement specialist in all meetings as needed; 
  • Provide expert support to the Field Coordinators, the Kecamatan Technical Teams, and the Village Participation Teams as needed during the Village Boundaries Setting and Resource Mapping (VBS/RM) process; 
  • Planning for the stakeholders engagement mechanism in the assigned districts and oversee its application during the implementation of VBS/RM in the villages, and ensure systematic reporting from the village level up; 
  • Monitor the stakeholders engagement aspects of the VBS/RM process and provide input and support data for the preparation of reports and presentations. 
Minimum Qualifications

  • Bachelor level degree in geography, economics, environmental management, law, or social sciences.
  • Seven years professional experience in land-related community-based development projects or research; 
  • Demonstrated technical understanding of natural resource management, land use and rural community development and participatory community based development; 
  • Previous work experience in Indonesia, as well as strong knowledge of rural land issues Indonesia including indigenous/customary (adat) land tenure and territorial claims;
  • Ability to travel to remote locations in Indonesia; 
  • Fluency in English both in written and oral. Experience in writing technical reports in English is mandatory. 
  • Fluency in Bahasa Indonesia.
