GIZ - PAKLIM III Project Job Vacancy: Technical Advisor, Jakarta - Indonesian

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organisation which provides services worldwide in the field of international cooperation for sustainable development.

With a share of up to 13% of global greenhouse gas (GHG) emissions, Indonesia is an important factor within international efforts to reduce greenhouse gas emissions. As early as 2009, then the former Indonesian president gave the target of a reduction of the GHG by 26%, respectively by 41% with international assistance, against the business-as-usual (BAU) scenario by 2020. In 2011 a national action plan (RAN-GRK) was adopted to implement these objectives. The GHG reduction targets are included in the medium-term development plan (RPJMN) 2015-2019. Various methodological frameworks, e.g. monitoring, reporting and verifying of mitigation measures (MRV) are under development. Regional action plans (RAD-GRKs) for 33 respectively 34 provinces were developed. In September 2015, Indonesia submitted the "INDC" document to the UNFCCC Secretariat with mitigation targets of 29% and 41% with international support by 2030. In October 2016, the Indonesian Parliament decided to ratify the Paris Agreement. The Indonesian “National Determined Contributions” (NDC) were submitted by KLHK to UNFCCC in November 2016.

The aim of PAKLIM III is: Climate relevant Ministries of the Indonesian Government and authorities of the sub-national level have coordinated central policy instruments for the implementation of the Indonesian climate policy. The further development of a coherent climate policy of Indonesia is supported, as well as the integration of the NDC implementation into planning and decision-making processes and into already existing action plans.

The project works in three areas: (1) Strengthening the implementation of the National Action Plan and the sub-national action plans on the reduction of GHG (RAN / RAD-GRK); (2) More ambitious climate change goals in the sectorial plans of selected line ministries in line with a coherent Indonesian climate policy; (3) Strengthening the capacity to develop national climate-related finance and fiscal policy instruments.

GIZ seeks a qualified Indonesian candidate for one position of Technical Advisor

Responsibilities
  • Maintaining an overall good flow of communication and information between all involved institutions, mainly counterparts on national, provincial and local level providing professional advice to partners and cooperating with important stakeholders.
  • Assisting the counterparts, especially the RAN-GRK Secretariat which is supporting the implementation of a coherent climate change policy for vertical integration and planning (RAD-GRK) in regard to baseline setting, project planning, monitoring, evaluation and reporting, reflection and follow up planning for mitigation activities, with the necessary Capacity building measures – Identifying and supporting pilot projects at provincial and local level
  • Identifying Capacity building needs of possible pilot provinces/cities/districts and developing pilot projects and pilot tools to strengthen mainstreaming and integrating climate change policy strategies vertically
  • Ensuring cross-province information exchange; and ensuring knowledge transfer from national level to counterparts and relevant partners on sub-national level and vice versa.
  • Supporting the identification and elaboration of experimental learning methods and relation of those to e-learning (especially blended learning including peer-to-peer reviews)
  • Support the identification and development of training modules as well as the standard for modules
  • Integrating results and experience into PAKLIM’s teamwork and the work of all relevant groups

Special responsibilities:
  • Support coordination of e-learning activities resp. the setting up of e-learning at the RAN-GRK secretariat
  • Identification and communication of developed recommendations for blended learning and further identification of possible modules to be developed

In this context, the position holder fulfills the following tasks:
Tasks

Professional advisory services
  • Support project planning for the component by developing concepts and strategies, ensure implementation
  • Actualize and coordinate the planning continuously together with counterparts
  • Take part in the formulation of project planning and facilitate synchronization between the planning, and budgeting system
  • Facilitate the process of investigation, assessment, study and analysis in the area of climate change policy dissemination and integration into planning activities on sub-national level that is needed by the project, the sub-national and national government, and non-governmental institutions
  • Contributing to the monitoring activities and ensuring timely reporting to the team leader and counter parts
  • Evaluate results of activities and give input/feed-back for better implementation.
  • Being responsible for the preparation, execution and documentation of training, workshops, forums, meetings, and other project activities together with the partner institutions
  • Go on repeated and extensive field visits to the regions in accordance with the requirements of the project

Networking and cooperation
  • Develop and maintain communication with all relevant stakeholders on national and sub-national level and in the selected pilot regions
  • Develop network and build cooperation with relevant development partners or institutions

Knowledge management
  • Support the coordination of the program’s knowledge management activities, especially the knowledge transfer to the different partner institutions
  • Ensure that lessons learned are documented
  • Monitoring and regular reporting of the activities within the area of “e-learning/blended learning” and other tasks assigned by the team leader.

Coordination tasks
  • Responsible for the timely compilation, documentation, verification and reporting of project related activities including project administration.
  • Responsible for monitoring and evaluation of project activities based on the results chains
  • Support to all team members when necessary and appropriate.
  • Supporting coordination  of project activities in the regions

Other duties/additional tasks
  • performs other duties and tasks at the request of management

Required qualifications, competences and experience

Qualifications
  • Master /M.A. of Education or Management and comparable working experience, with a focus on adult education, leadership

Professional experience
  • Minimum 10 years professional experience, with at least 2 years’ professional experience in a climate change related project/position

Other knowledge, additional competences
  • proven knowledge on facilitation, adult education
  • proven experience with gender mainstreaming (climate change and gender)
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • fluent written and oral knowledge of the European language widely used in the country and a working knowledge of German
  • willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
