Education Above All Job Vacancy: Monitoring & Evaluation Specialist - Doha, Qatar

We’re looking for an ambitious and target driven M&E Specialist to support in driving overall orgnisation’s projects monitoring and evaluation activities including; effective data gathering, validation and reporting, maintaining quality standards of all M&E systems in line with orgnisation’s policies and guidelines. Also, responsible for identifying opportunities for improvements by identifying existing problems, analysing and finding the appropriate solutions.

Responsibilities
Key accountabilities and activities include but are not limited to:

  • Oversee the development and improvement activities of M&E systems to ensure objectives and goals are met.
  • Continuously monitor the effectiveness of data reporting systems, instruments tools and reports in order to recommend potential improvements.
  • Conduct project site monitoring visits and ensure Senior Management is updated regarding the outcome of the site visit.
  • Manage the follow-up process, which ensures that issues identified on past visits are followed-up on periodic basis and the status of the same is reported to management periodically.
  • In coordination with other teams, oversee actions related to post-award reviews & internal audit findings.
  • Assist partner projects in implementing necessary M&E systems, processes and tools.
  • Assist in creation of Key Performance Indicators (KPIs) for M&E Directorate for performance monitoring and quality assurance and monitor their achievements on periodic basis.
  • Provide expert knowledge and advice with respect to project proposals.
  • Oversee the data reporting and analysis activities of our partners to ensure adherence to operational commitments.
  • Advocate, build relationships, and develop channels for dialogue with field counterparts and technical staff in order to achieve objectives.
  • Provide timely, accurate and complete progress reports to leadership and external stakeholders on project progress.
  • Continuously strive to maintain quality standards of all M&E systems, data and reporting requirements.
  • Monitor and management of the implementation of M&E quality assurance processes.
  • Provide the required support and assistance to external contractors working with the orgnisation. 

Requirements:

Education and qualifications

  • Master’s degree in Education or a relevant field from a reputed university, preferably with specialization in monitoring and evaluation across multiple sectors or Education System Development will be preferred.
Experience

  • 10+ years' of professional experience working with international donors, government ministries, civil society organizations, and education policy makers in the field of education

Knowledge and Skills

  • Expert in quantitative, qualitative, and/or mixed methods research methods, statistical design and analysis, particularly as applied to program evaluation.
  • Knowledge of international donors, government ministries, civil society organizations, and education policy makers in the field of education.
  • Experienced in the design, development, and maintenance of monitoring and evaluation systems as well as program research Articulate oral and written communication skills in English
  • Knowledge of Monitoring & Evaluation Tools, Techniques and Approaches
  • Demonstrated ability to conduct qualitative and quantitative data analysis
  • Experience with meta-evaluations and systems analysis.
