Title: Consultant for Open Data Project Bandung
Duty Station: Jakarta, Indonesia
Duration: 3 (three) months from mid September to December  2018
Report to: Program Development Manager (PDM)  Freedom and Accountability Open Society Hivos SEA

Background 
Hivos and the local partner, Data Science Indonesia, have been implementing an open data project called Solving Community Problems through Open Data: Investing in Quick Wins for the City of Bandung (Open Data Bandung).  The project was aimed to demonstrate how government data, when opened and published, can help solve actual problems prioritized by communities; to help create an ecosystem or enabling environment of open data; and to stimulate further the adoption of the innovation and collaboration.
The project in Bandung addresses local governance issues through applying both online and offline data management. It supports decision-making pattern, choosing Traffic Ecosystem as the use case with the collaboration extended to also engage transportation stakeholders, local communities, university and business.
In the course of project implementation, Hivos and implementing partner, Data Science Indonesia (DSI) have brought several tangible results. It has helped both local government and communities to tackle traffic issue through data analysis, capacity development, creation of new business model and related supporting technology.
To facilitate meaningful closing out of the project, Hivos aims to recruit short term Project Officer to manage overall implementation of activities in the closing out phase in relation to the following project close out objectives as the following:
  • Prepare the beneficiaries and strategic actors in Bandung for the phasing out of the project.
  • Gather and share evident on project results in relation to improving access to government data and its utilization to solve problems.
  • Facilitate knowledge and opportunities for relevant actors (govt. business, civil society) for sustainability. 
Project Officer will report to PDM and work closely with Finance Officer, Design, Monitoring, Evaluation, and Learning Officer. 


Scope of Work
  • Program Implementation
    • Lead day-to-day the main activities (Final evaluation, Angkot Branding, Social media and media visit, Close out workshop etc.)
    • Coordinate consultants or liaise with other stakeholders. 
    • Conduct the media events
    • Actively promote the project activities and results through Hivos media and social media.
  • Program Development Support
    • Together with PDM develop the project concept to be scaled up. 
    • Together with project manager identify potential partners and donors.
  • Program Administration 
    • Monitor project budget execution and ensure project spending remains on track. 
    • Assist with the preparation of all necessary documents and administrative requirements for contractual commitments with partner organizations and consultants according to existing procedures, including data entry and data management in Hivos’s information management system (Osiris). 
    • Neatly and correctly file all project documentation (hard and soft copies) and ensure it can be found for audits.
    • Manage the timely receipt and processing of partner narrative and financial reports; provide feedback if necessary.

    • Well-monitored project activities (visit and event report, action points)

    • Contract with consultants
    • Concept note for project scale up
Timeline
The assignment will start on September to December 2018. The working days is maximum 20 days per month, 8 hours per day.

Knowledge, experiences and competencies 
We are seeking an Indonesian person with the following qualities:
  • Have at least 2-year experience in running innovation program. 
  • Experience in managing media/social media event.
  • Network of contacts in media, social media, civic tech, civil society.
  • Have in-depth knowledge on urban issue is a plus. 
  • Ability to demonstrate strong values on humanity, including pluralism and peace.
  • Open-minded and creative approach with experience in Human Center Design is a plus.
  • A practical, result-driven attitude towards obtaining positive change
