PLAN International - LEARN Project Job Vacancy: Wired4Work TVET and Recruitment Specialist, Jakarta - Indonesian

Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. The organisation’s purpose is to “strive for a just world that advances children’s rights and equality for girls”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.

Due to organizational LEARN Project,  Plan Indonesia is looking for   dynamic staff  to be based in Jakarta for the position:

Wired4Work TVET and Recruitment Specialist  Contract Based

The TVET and Recruitment Specialist will work full time.  The position will ensure all the TVET program achievement meet the target as stated in project proposal and DIP as well as Plan country strategy program . The position will provide technical assistance and advice including review, develop, and modify curriculum to incorporate on the job learning into training, develop and test modules The position will ensure the quality of TVET program meet the project expectation. The position will develop the recruitment, mentoring and placement system. The position will also support the PM in the area of TVET including develop the networking with stakeholders in this area. As a subject matter expert (SME) of TVET in the project. Staff who report to this position: none. Project Budget managed by this position: none

Key Responsibilities: Program Quality. Provide critical technical input into the strategy, design, indicators and detailed implementation plan of Youth Economic Empowerment  Technical Vocational and Education Training program. Develop and review program implementation guidelines, tools, modules for TVET program. Monitor TVET program quality and ensure the program achieve its goal and objective. Alert project staff as to any problems with program quality or variations from program strategy. Provide input to the development of project planning in any level. Actively involved in reviewing the report.

Building Capacity Advise the project on ways to improve program quality. Take part in the recruitment of partners’ staff in area of expertise.Support continuous learning of technical staff through workshops, seminars and conferences.

Learning. Document learning in program and best practices. Share learning and best practices and insure that they are incorporated into future work. Help to develop and oversee ToRs for research and evaluation in sector. Ensure you are up to date with current trends and thinking in the sector globally and within Indonesia. Conduct continuous search for innovation and improved learning program practices within and outside Plan Indonesia to pursue continuous program improvement.

Networking and advocacy. Networking and coordination with others involved in the sector. Support advocacy activities at district and provincial level. Advocate at national and provincial level where needed.

Requirements:
Education: Minimum bachelor degree in related field (education, economics, management, social development, psychology and any other related field)

Knowledge and Skill: Good understanding and knowledge in technical vocational and education training program, standard competency based in training program, life skills training and gender issue. Good understanding on youth employment issues Strong in strategic planning and evaluating skills. Strong analytical skills. Good command of oral and written communications in Bahasa and English including writing the report. Good communication,  facilitation and negotiation skill

Experience: At least three (3) years of work experience in Technical Vocational Education Training (TVET) program at different of responsibilities.At least five (5) years of experience working for or with NGO . At least three ( 3 ) years of experience working in relevant projects such as Youth training development program. Experienced in inclusive approach programming is a plus  . Experience in conducting studies, data analysis and report-writing
