Catholic Relief Services Job Vacancy: Emergency Team Leader - Jakarta, Indonesian

Background
On 28 September 2018, a 7.5M earthquake struck the island of Sulawesi in Indonesia and triggered a tsunami directly affecting over 650,000 people, and potentially affecting over 2,000,000. Most recent reports estimate over 2,000 deaths and 81,000 displaced persons. These figures have been significantly raising since access has improved. On 2 October 2018, CRS Indonesia and its partner, Caritas Makassar sent a team to the affected areas and started a needs and market assessment. Review of initial findings highlighted needs for Food, Water, Shelter and WASH. CRS and its partners (Caritas Makassar, Caritas Manado, PKPU and MDMC) have started responding with emergency non-food (especially shelter and hygiene kits) assistance. CRS is also in the process of implementing a technical assessment the results of which will inform the development of a longer-term recovery strategy.

Primary Responsibilities:
The Program Manager II (PM) will be based in Jakarta, Indonesia with frequent travel to the field, if permitted. The primary responsibility of the PM will be to ensure timely and quality support to the implementing partners -- facilitating planning, budgeting, implementation, monitoring, reporting and coordination, specifically for the Palu emergency programs. The PM will ensure a high level of accountability for CRS resources, as well as identify other funding opportunities that are in line with CRS and the partner response objectives in Indonesia.

Supervisory: This position will supervise the Palu-based Emergency Coordinator and field operations lead. The position reports to the CRS Indonesia Country Manager.

Personal/Professional Skills:

  • Demonstrated strong ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
  • Ability to work independently, but also coordinate effectively as part of a team.
  • Ability to lead a multi-cultural team with a high level of respect for local culture.
  • Strong analytical and organizational skills.
  • Experience with capacity strengthening and partnership building.
  • Capacity to work closely with, understand, and support local Church partners. Knowledge of CI mechanism would be an advantage.
  • Excellent written and spoken communication skills in English.
  • Strong computer skills (MS Word, Excel, Outlook and Power Point).
  • Experience in working with grants funded by CI Members, OFDA and UN Agencies preferred.
  • Knowledge of CRS and Sphere emergency guidelines.
  • Ability and willingness to work and live in diverse, challenging and potentially unstable environment.
  • Qualifications
  • Master's Degree in international relations, international development or related field.
  • Minimum 5 years' experience working within international development, including direct experience in fast paced emergency environments.
  • Supervisory experience and management and team building skills, especially in a multicultural setting

Foreign Language Required: Professional proficiency in English and Bahasa (helpful).
