Project Overview and Role

The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA 2) is a five -year program (2019 - 2023) funded by the Australian Government's aid program and implemented in cooperation with the Government of Indonesia.

PRISMA 2 will have approximately 145 locally engaged staff under the Indonesian Manpower Laws and approximately 8 expatriate positions managed under the Subsidiary Arrangement between DFAT and BAPPENAS.

Responsibilities
This position is expected to:
  • Manage the recruitment of locally engaged staff and Indonesian short-term consultants in accordance with established recruitment procedures. This includes the preparation and logistical arrangements for cohort recruitment days.
  • Monitor and supervise the quality and compliance of staff induction, performance management, staff development and exit processes for a large team of approximately 145 staff.
  • Advise on Manpower Legislation related issues.
  • Manage and provide advice on salaries and benefits; including dealing with relevant external parties (e.g. insurance provider, tax consultants, etc) as well as advising on staff grades, title, salary, for new and existing staff (in consultation with his/her supervisor).
  • Work with the Chief Operations Officer to establish and maintain effective and efficient HR systems including: policies & procedures, Key Performance Indicators, budgeting, staff planning, and leave tracking.
  • Manage the HR budgeting and prepare detailed and accurate forecast reports including calculation of all relevant legislated benefits
  • Manage efforts to support and facilitate staff in matters relevant to employee relations and wellbeing / welfare; including conduct (disciplinary) and grievance handling.
  • Lead efforts to ensure that performance management, contract administration, staff development, and exit processes are implemented appropriately and timely, as well as lead the efforts for improvement and updating of relevant tools and materials.
  • Lead the implementation of strategies to ensure internal equity and external competitiveness of compensations and benefits, to ensure recruitment attraction and staff retention.
  • Manage HR procedures in line with the PRISMA Field Management Manual and Palladium International HR policy and advise staff on procedures as needed.
  • Liaise with relevant Palladium staff (including Senior Manager and Manager, International Recruitment/HR Business Partner) for issues related to staff and consultant recruitment, contracting and management, as required.
  • Develop HR reports as required by the Chief Operations Officer or CEO.
  • Ensure correctness and safekeeping of classified information and documents.
  • Oversee and coordinate the administrative functions undertaken the HR Officers including contract drafting and issuance, managing training and development registers, registration (and de-registration) of staff with insurers (and BPJS Healthcare, etc), timesheet management.
  • Supervise and build the capacity of HR Officers.
  • Other tasks as reasonably assigned by the Chief Operations Officer or CEO.
Requirements

Essential skills and experience:
  • Degree in Human Resources Management or similar discipline;
  • >10-years' experience in HR management positions with an organisation of similar size and scale;
  • Demonstrated ability to plan, lead and manage recruitment processes.
  • Proven technical knowledge of Indonesian HR laws (including income tax, BPJS), regulations and practice.
  • Demonstrated leadership ability and successful track record in developing staff and team members.
  • Excellent interpersonal and coaching skills;
  • Strong skills in Word and Excel;
  • Proven strong written and verbal communication skills; and
  • Fluency in English
Desirable skills and experience:
  • Relevant post graduate degree.
  • Experience on projects funded by the Australian Department of Foreign Affairs and Trade (DFAT)
