Fund Raising Specialist, P-3 - UNICEF, Tokyo

Under the supervision of the Senior Programme Manager, the incumbent will undertake resource mobilization efforts with a special focus on reinforced strategic field support to UNICEF Regional and Country Offices to enhance local donor engagements with the Governments of Japan (GoJ) and Republic of Korea (RoK) and their bilateral aid agencies. Act as a first point of call for the donor counterparts at appropriate level including desk officers for UNICEF and regions/countries. Responsible for maintaining oversight of appropriate, efficient and effective contribution management covering entire stage of contribution management and post agreement process, including from preparation of agreements, exchanges of notes, ensuring implementation according to the agreement and submission of timely and quality donor reports. Liaise with government counterparts, UN agencies, NGOs, as well as internally within UNICEF, including Headquarter Divisions to leverage maximum support for UNICEF’s priorities and programmes.

Key expected results

Support the Programme Section to reinforce its strategic field support function. Liaise with Headquarters and undertake outreach to Regional and Country Offices on a daily basis in eliciting funding from Government of Japan and Rep. of Korea, including sharing donor intelligence and orchestrating joint approaches from various angles ensuring that any “window of opportunity” for funding is fully exploited through in a timely manner.

Support the Team to take over the full function of the grant management and post agreement activities and establish an efficient and effective grant management and monitoring system. Maintain oversight of all contributions received and in pipeline including processing of agreements, setting up contributions as well as monitoring the status of their implementation. Monitor closely the timely submission of quality donor reports and review and give guidance to country offices to ensure consistency in its quality and to link it to future funding.

Respond to donor and field office queries. Review and follow up all routine matters related to servicing donors through direct contacts with donors and their representation in the fields to ensure the timely response.

Strengthen public sector alliances with the Governments of Japan and Republic of Korea. This includes day-to-day direct contacts with government officials, bilateral organizations, NGOs to provide technical guidance and presentations on UNICEF programme areas for strategic guidance and prioritization of allocations of resources for children.

Facilitate organization of technical seminars and workshops in support of resource mobilization including annual po0licy consultations with Japan and Rep. of Korea. Support visits by UNICEF HQ, RO and country offices to Japan and Korea including preparing briefing notes, accompanying visitors to appointments, writing notes for the record, and following up on decisions.

Other duties as assigned by the Director and Senior Programme Manager.

Qualification
Advanced university degree in social science, particularly including political science, international relations, development studies or related field*.

Five years of professional work experience at national and international levels. Field experience required, international headquarter experience useful in working in large, multi-division environment. Fundraising experience in international organizations an important asset. Knowledge of UN and UNICEF programmes and activities important. Negotiation/liaison skills an important asset.

Fluency in English and another UN working language is required. Knowledge of the local working language of the duty station, Japanese, is a major asset.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
