BACKGROUND:
The
Emergency Protection response aims to ensure that the crisis-affected
populations have improved access to humanitarian services, rights and
entitlements. The project will aim to achieve this through information
dissemination on asylum processes, rights and entitlements, protection
monitoring, basic psychosocial assistance and referrals.

SCOPE OF WORK:
The
Protection Manager, under guidance of the Emergency Protection
Coordinator, will be responsible for ensuring proper implementation of
the Emergency Protection project. His/her primary role will be to
provide technical guidance and programmatic supervision of project staff
in day to day management of all aspects of the protection program,
oversee quality programming and liaising with national community-based
organizations and national human rights NGOs to improve program quality
and to build partnerships. Further, the protection manager will actively
participate in the conceptualizing and drafting of new proposals. The
Protection Manager will directly supervise a team of dedicated
protection officers.

Who this position reports to: The Protection Manager will report to the (ERT) Protection Coordinator

RESPONSIBILITIES:
Technical Quality:
  • Provide technical and management
    leadership to the emergency protection program in accordance with best
    practice and IRC policy.
  • Ensure that ethical and sound data
    collection and information management systems are in place for
    appropriate analysis, planning, evaluation, and advocacy.
Staff Supervision & Development:
  • Directly supervises a team of dedicated information officers and referral officers.
  • Maintain open and professional
    relations with team members, promoting a strong team spirit and
    providing oversight and guidance to enable staff to successfully perform
    in their positions.
  • Ensure timely completion and submission of monthly timesheets, probation reviews and annual performance reviews.
  • Plan/coordinate and oversee staff work plans, work and vacation schedules, and staff training/development activities
  • If/as required identify staff
    performance issues and work with Human Resources to document and address
    these in accordance with the National Staff Employment Policies
  • Assist with the recruitment of protection staff, in coordination with HR, senior management, and the Technical Unit.
Grant Planning & Implementation:
  • Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
  • Prepare and maintain/update
    detailed site specific work plan(s) to ensure that stated goals and
    objectives are met within the overall grant timeline and budget
  • Provide direction and monitor
    staff in their implementation of the work plan and quality of technical
    activities, share relevant information and direction to improve quality
    and achieve timelines
  • Approve expenditures to designated
    level; manage/monitor monthly expenditures and track budgets to ensure
    that all spending is in line with approved budgets and timelines,
    including developing procurement plans, monthly program spending plan
    and cash forecasts
  • Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.
  • Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements
  • Prepare Purchase Requests for program supplies/activities and undertake field procurement as designated and authorized
  • Monitor program supply inventory levels; perform monthly spot-checks on program inventory
Grant Monitoring & Reporting:
  • Record regular updates from roving
    and transit camp activities (against project objectives) and identify
    technical quality issues and/or other implementation issues, provide
    solutions and implement modifications as required.
  • Ensure all monitoring activities
    are fully documented, including systematic and timely data collection as
    required under the grant and for IRC M&E purposes
  • Develop and maintain effective and efficient oversight, support, quality control and reporting systems and processes.
  • Ensure regular field monitoring of activities.
  • Monitor and consolidate information collected from weekly and staff activity reports, case forms and monthly protection reports.
  • Ensure high-quality IRC and donor reports on activities, indicators and achievements.
Partner Management:
  • Develop and maintain effective working relationships with implementing partners.
  • Serve as the main focal person for
    protection for their geographic location for volunteer organizations
    and IRC sub-grantees working in the protection field; maintain
    respectful and constructive relations, and ensure regular meetings and
    ongoing coordination
  • Provide technical support and guidance; share relevant information and direction to improve quality and achieve timelines
Coordination & Representation:
  • Work closely and coordinate with
    IRC logistics, finance and grant staff to ensure timely implementation
    of program activities and expenditures; including active participation
    in grant opening/closing and review meetings
  • Undertake/participate in liaison,
    coordination, and information sharing activities with national NGOs,
    volunteer groups, international organizations, donors and government
    officials when requested.
Program Development:
  • Assist in the collection of data, assessments and proposal development for the sector.
Other :
  • Consistently and proactively
    monitor/assess the safety and security of the team; promptly reporting
    concerns or incidents to IRC management and liaising with community
    leaders and other external parties as required to maintain/enhance the
    security environment for IRC programs
  • Other duties as assigned by the supervisor to enable and develop IRC programs
Professional Standards:
  • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.
REQUIREMENTS:
  • University Degree preferably Law, Public Health, Social Work or other social science related field
  • 2-3 years professional experience in protection-related work (protection, child protection and/or GBV)
  • Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting
  • Proven training/capacity building experience
  • Previous experience in emergency preparedness and response
  • Proven abilities in developing work plans, data collection and analysis and performance monitoring
  • Demonstrated experience in grant management and proposal writing
  • Good computer skills in programs such as: MS Word, Excel, PowerPoint
  • Capable of applying skills and
    knowledge in a range of capacities, including direct implementation,
    advisory functions, training and the transfer of technical knowledge and
    management skills to others
  • Personal qualities: Works well in
    and promotes teamwork, comfortable in a multi-cultural environment,
    flexible and able to handle pressure well.
  • Fluency in English required. Greek encouraged. Fluency in the following languages a plus: Arabic, Farsi, Dari, Pashto, Kurdish
