Handicap International Vacancy: Head of Mission - Sanaa or Amman, Yemen

Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.


Handicap International is divided into 2 operational departments:
  • Humanitarian Action Direction (DAH) 
  • Development Action Department (DAD)
The mission will be directly link with the DAH Department.

MISSION CONTEXT
Yemen has been for long the poorest country in the Arab world. After the Arab Spring in 2011 the humanitarian crises have intensified as one of the major humanitarian crises of the moment since 2012 with almost half of the population being food insecure. This has created an increasing unrest among the population and discontentment with the government.


During the summer of 2014 the Shia minority group, called Houthis has somehow taken control of several important cities, among them the capital Sana’a in September. Meanwhile the Southern separatist movement increased their call for an independent south while Al Qaida and linked groups (mainly based in the Eastern parts of the country) are fighting Houthis and other groups.

In January 2015, the Houthis did overthrow the President Hadi and its government, forced to leave the countryand exile in Saudi in FebruaryMeanwhile, the Houthis took the cities of Taez and Aden; they consequently controlled the eastern part of the country.

Humanitarian truces have been decided but not respected twice in July 2015 and this constant instability makes the humanitarian needs of the population still unsatisfied.

PROJECT OBJECTIVES
The intervention of HI in Yemen consists in the support of health structures (hospital, rehabilitation services) in Sana’a with the deployment of teams setting up
  • Rehabilitation activities: provision of assistive devices and specific trainings to health staff
  • PSS activities to support injured persons
  • Mainstreaming of inclusion and vulnerability within coordination forums and providing technical support to other humanitarian stakeholders
MAIN RESPONSABILITIES / TASKS
Under the direct responsibility and support of the DAH Department Desk Officer, you will be responsible for:
  • Ensuring the legal registration of Handicap International
  • Ensuring the strict application of Handicap International logistics, accountability and financial procedures; and the respect of the national legislation, based on the management and the support of administrative, logistics and Field Coordinators
  • Ensuring the global coordination of the program implemented within the country (may it regards strategic, operational, human, material or financial aspects)
  • Representing Handicap International 
    • You are the main interlocutor of Handicap International towards national and local authorities, institutional donors, humanitarian actors and partners and participate actively to coordination and information meetings; 
    • You may respond to media solicitation
  • Ensuring the operational management of the expatriate team 
    • You ensure strict application and respect of the General Terms and Conditions of engagement for expatriate staff of Handicap International.
    • You propose relevant needed adaptation to the organisational chart of the mission and contribute to its implementation; 
    • You support expatriates in their national staff management.
  • Ensuring strategic programs development in accordance with humanitarian needs identified as well as financial opportunities to be raised in the frame of Handicap International’s mandate and expertise 
    • You regularly follow up humanitarian needs, donors strategies, financing opportunities into the region and may be asked to lead assessment missions for the elaboration of new projects;
    • You ensure proposal and reports writing; 
    • You discuss proposal submitted towards potential donors and negotiate related budgets.
  • Ensuring the security of the staff members, operations and means related to the program under your responsibility, in coordination with the field coordinators 
    • You Ensure a geopolitical regional information update; 
    • You Update security plans and ensure the strict respect of any applicable security measures.
  • Ensuring smooth and regular reporting activities 
    • You write the missions monthly sitreps;
    • You regularly update partners on the organisation activities and send activities reports when accurate;
    • You regularly update donors on projects follow up; 
    • Debriefing at HQ at the end of your mission.
PROFILE REQUIRED
  • At least 4 years of professional experience in humanitarian and/or development context and 2 years as head of mission
  • Proven managerial experience
  • Proven representation experience
  • Strong communication and reporting skills
  • Strong organisational skills
  • Experience in conflict zone is a strong asset
  • Experience in the region would be a strong asset
  • Strong interpersonal and intercultural skills
  • Ability to work under high pressure
  • Experience in NGO compulsory, in emergency context
  • English mandatory (oral and written) ; Arabic would be an asset
  • Experience in remote management would be an asset
SALARY & CONDITIONS
  • Salary : Upon HI salary scale and candidate experience + 457€ of expatriate indemnity + Cost of living indemnity
  • Position based in Amman or in Sanaa depending on the administrative and security context
  • Contract lengh: 3 months renewable
  • Living conditions: Guesthouse shared with other expatriates
  • Insurance package: medical fees, repatriation, retirement
