Secours Islamique France Job Vacancy: Head of Mission - Islamabad, Pakistan

Head of Mission Pakistan (M/F) (Expatriate position only):

Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF intervenes around the world through operations of emergency relief, rehabilitation and development. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender.

SIF is recruiting a head of mission(M/F) to be based in its Islamabad office, and provides the overall leadership and strategic direction for SIF’s operations in Pakistan and for the overall program development and implementation.

Missions and activities:

  • Follow-up and analyze the humanitarian, political, cultural, and economic context 
  • Implement the operational strategy of SIF in the country in coherence with SIF rules and in response to the need of populations. 
  • Be proactive in elaborating the strategy in collaboration with the headquarter
  • Propose new operational guidelines according to changing context
  • Ensure coordination, development, follow-up, and evaluation of programs implemented in the field
  • Monitor the relevancy, quality and coherence of programs
  • Follow-up on the safety situation and ensure its understanding to the teams 
  • Ensure the organization of the local and expatriate team: framework, follow-up, supervision, evaluation of HR needs, task and responsibility diving-up 
  • Ensure allocation of financial resources and the necessary means to fulfill the projects 
  • Represent SIF among donors, NGOs, international organizations, local authorities, and report all the interviews to the desk officer at the headquarter in your periodic report and on ad hoc basis if necessary
  • Minimum 3-5 years experience in a similar position 
  • Confirmed experience in coordination in a country, in positions with significant responsibilities 
  • Good knowledge of English is essential 
  • Experience in team management
  • Ability to manage local and expat staff
  • Very good skills in analyzing the context (security, humanitarian…)
  • Starting date : Beginning of April 2016
  • Duration : 1 year / Renewable
Terms and conditions:
  • Wages to be defined according to profile + per diem
  • Guesthouse 
  • Return ticket provided, at the beginning and at the end of the mission (only for the country of origin) 
  • Vacation period of one week, each three months (salary maintained)
