Who we areTerre des Hommes Netherlands prevents child exploitation in developing countries, rescues children from exploitative situations and ensures that these children can continue their development in a safe environment. Tackling the Worst Forms of Child Labour, specifically Child Trafficking and Child Migration is an important focus area in Terre des Hommes Netherlands´ strategic plan.

What we doTerre des Hommes focuses within the Child Exploitation Theme on: (Worst Forms of) Child Labour, Child Migration and Child Trafficking, Commercial Sexual Exploitation of Children and Sexual and Reproductive Health and Rights of Children (including Child Abuse and Child Marriage) and on Child Protection in Humanitarian Crisis. As part of its new strategic plan (2016-2020) Terre des Hommes Netherlands plans to increase its support to comprehensive programmes addressing these forms of Child Exploitation in Asia.

How we work
Terre des Hommes works within the Theory of Change framework and uses the UN CRC and the relevant ILO Conventions for monitoring, evaluation and advocacy. The United Nation’s Convention on the Rights of the Child (CRC) is the cornerstone of all our programmes. This Convention represents the recognition by the international community that not only do children deserve to be protected, but that they have a right to be so. These rights have been enshrined in this almost universally accepted treaty and have subsequently been incorporated in national legislation in an overwhelming majority of the world’s nations.

The organisation invests in education, training and capacity enhancement, in raising awareness among children, youth and adults. To seek justice for the victims, Terre des Hommes Netherlands encourages children and their families to report abuse and child exploitation cases, offers legal aid and social protection, trains and assists police, public prosecution offices and justice departments. Victims can also count on Terre des Hommes Netherlands and partners for assistance during police investigation and legal proceedings. Terre des Hommes Netherlands always works together with local partners.

To advocate and promote the rights of children, Terre des Hommes Netherlands organises media campaigns to raise awareness, conducts research into the scale and nature of abuse and exploitation as well as lobbying for attention and change. The organisation follows and seeks to influence policy makers on local, national and international levels to adopt, ratify, maintain and enforce legislation to prevent child exploitation and to protect victims of such practices.

Structure of the organisation and position within the organisation Terre des Hommes uses a matrix business model to structure its organisations. ICT driven innovation is at the heart of the organisation. The M&E advisor based in Head office is in charge of leading all Monitoring and Evaluation related operations. This Regional M&E Officer Asia reports functionally to the M&E Advisor in The Hague and hierarchically to the Regional Representative in Asia.

The Regional M&E Officers both in Africa and Asia are part of the Programme Implementation Unit (PIU) and work closely together with the TEU (Technical Expertise Unit) to achieve the strategic goals of Terre des Hommes Netherlands. Terre des Hommes Netherlands believes in building expertise and sharing knowledge.

Objective of the position
Under the supervision of the Head office M&E advisor, the Regional M&E Officer Asia will be responsible for providing support to the TdH-NL Asia regional Thematic Programme Managers and Country teams for the monitoring of output, and more so outcome and impact, as defined in the Theory of Change and the related M&E framework.

Specific Objectives:
  • To work closely with TdH-NL country teams and local partners to ensure the collection of relevant and appropriate outputs data which is needed for effective monitoring; 
  • To work closely with Thematic Programme Managers and country teams to operate an effective Programme management system (PMEasy); 
  • To lead and (co-)facilitate the start off Kick off meetings for the regional programmes at the start of programme implementation as to ensure common understanding among partners on our Theory of Change and M&E procedures; 
  • To lead and (co-)facilitate annual Outcome Harvesting festivals for all regional programmes as to ensure joint and participatory outcome monitoring and reflection;
  • To lead and facilitate subsequent TdH regional reflection meetings to discuss the outcomes/signs and decisions for programme steering. To promote the utilization of the collected data for adjustments in planning and implementation. To promote the formulation of recommendations to be presented to TdH-NL MT ;
  • To participate in the Annual Programme Strategy Meeting of jointly the TEU and PIU and contribute to the formulation of recommendations towards MT; 
  • To facilitate the capacity building for implementing partners to enable them to monitor and report their own efforts; 
  • To facilitate exchange of PME practices and experience within the TdH-NL organisation;
  • To coordinate external programme evaluations within the region. Annually one programme evaluation and once in 3 years an End-term evaluation for each regional Asia programme;
  • To perform any other duties assigned by the M&E Advisor at Head Office regarding Planning, Monitoring and Evaluation as necessary;
Expected Key Results
  • PMEasy data is reliable and adequate for external reporting;
  • Terre des Hommes Netherlands staff and its programme partners are adequately equipped to monitor, evaluate and report on Programmes in Asia; 
  • Terre des Hommes Netherlands will publish high quality evaluation reports that add to the profile of TdH as centre of excellence in combating child rights; 
  • Terre des Hommes achieved demonstrated progress in the combat of child exploitation;
Knowledge and experience
  • Master’s degree in a relevant subject or equivalent field experience
  • Five years of experience in a similar position in a similar organisation 
  • Experience in facilitating participatory processes and assessments
  • Thorough understanding of Theory of Change concept and Outcome Mapping methodology 
  • Extensive knowledge and experience on monitoring and evaluation issues, latest developments and methodologies; 
  • Proven experience in M&E related capacity building of civil society organisations;
  • Ability to organise and train TdH programme staff in PME related issues 
  • Experience in data processing and analysis 
  • Affinity and good working knowledge with IT systems and databases 
  • Excellent interpersonal and communication skills are a must; 
  • Knowledge of the political, religious and social structures of the respective countries in the region and the relevant languages.
