The University of Waterloo is actively seeking an experienced Field Director to lead the Risk Management, Economic Sustainability and Actuarial Science Development in Indonesia (READI) Project Office in Indonesia. The Government of Canada has partnered with the University of Waterloo in building a stronger insurance and pension industry in Indonesia to stimulate sustainable economic growth and reduce poverty (more project information below).

Reporting to the Project Director in Canada, the Field Director will be accountable for the development and execution of long-range strategies and operational plans in Indonesia, in alignment with the Project’s mission. Responsible for the READI Project Office and operations in Indonesia, the ideal candidate will embrace the role they play in building meaningful relationships with government agencies, participating universities, financial sector institutions, professional associations and individuals to deliver on project outcomes. The ideal candidate will exemplify our University’s commitment to excellence and innovation.

The Field Director will coordinate, plan, manage, and monitor the Project’s human, financial and material resources needed to support project objectives and implement its Indonesia-based activities.

Initiatives include, but are not limited to:
  • Liaising with government, industry and international agencies working in similar areas of human resource development and institutional/organizational strengthening
  • Providing advice at the national level on educational policy and management procedures that have an impact on development of Actuarial Science and Risk Management programs at partner Universities and other relevant bodies
  • Liaising with the Canadian Embassy, other Canadian donor projects and Indonesian agencies.
  • Developing long-range strategies and operational plans for the Project
  • In participation with the Project Director, negotiate and oversee arrangements for the participation of Indonesian government agencies, participating universities, financial sector institutions, professional associations and individuals in the delivery of the Project's interventions to maximize the probability of realizing Project Goals and Objectives.
  • Oversight of the Long-Term and Short-Term Training programs
  • Providing financial input to the Project Implementation Plan (PIP) and annual work plans
  • Ensure compliance with DFATD and National Joint Council (NJC) financial regulations
  • Managing data-collection and document-creation processes for reporting and similar activities
  • Human resources administration and oversight of recruitment, evaluation, promotion, professional development, and retention processes of all Project staff, in Indonesia
  • Bachelor’s Degree; Master’s preferred
  • Solid experience with credible successes managing international projects in partnerships with national and international government agencies.
  • Several years of progressive management experience with a demonstrated ability to mentor employees and manage resources
  • Extensive experience in advanced financial management, budgeting, planning and reporting
  • Experience working with bilateral (e.g CIDA, DFATD) or multilateral (e.g. World Bank, Asian Development Bank) funding agencies.
  • Experience creating an executing robust communication plans that can be used in different mediums that will increase the profile of the project and advance project goals
  • Advanced verbal and written communication skills and experience with web and social media communication
  • Experience working with or in a university environment is an asset
  • Fluency in English mandatory, fluency in Indonesian an asset

The Department of Statistics and Actuarial Science is among the top academic units for statistical and actuarial science in the world and is home to more than 40 research active full-time faculty working in diverse and exciting areas. The Department is also home to over 900 undergraduate students and about 150 graduate students in programs including Actuarial Science, Biostatistics, Quantitative Finance, Statistics, and Statistics-Computing.

The project’s objective is to establish Indonesia as a regional centre of actuarial excellence by working with high schools and universities, the insurance and pensions industry, Indonesia’s professional actuarial association, and government agencies – to increase the number and quality of Indonesian actuarial science graduates available to Indonesian business, universities and government agencies, and to strengthen the actuarial profession in Indonesia. It will support Canada’s foreign policy priority of promoting prosperity in Southeast Asia and aligns with Canada’s Global Markets Action Plan, in which Indonesia is a priority. The project is being implemented by the University of Waterloo with financial support primarily from the Government of Canada through Global Affairs Canada, but also with generous contributions from industry. The project has endorsement from the full range of government agencies, beneficiaries, stakeholders and institutions concerned with strengthening actuarial science education in Indonesia. The project will be working with Indonesia’s strongest universities and will reach throughout Indonesia to find the best and brightest students.
