Introduction
AIR is a US-based not-for-profit company specializing in education programming, educational assessment, and other social policy issues. AIR’s International Development Program seeks to enhance the capacity of people in developing countries to improve their quality of life through education and social development. We have worked in collaboration with local and international stakeholders in more than 80 countries over the past three decades. We seek to ensure children’s equitable access to all levels of education; improve the quality and relevance of education; and empower individuals, communities, and institutions as agents of social and behavioral change. In anticipation of a USAID-funded reading project in Honduras, AIR is seeking a Deputy Chief of Party (DCOP) for Operations and Administration in Honduras.

Position Summary
The DCOP will support the Chief of Party (COP) in overall project management and implementation. Responsibilities include but are not limited to:
  • Manage the operational, financial and administrative aspects of the project in all project offices (main office; regional staff); liaise closely with the COP, AIR home office staff and project leaders to ensure timely and effective oversight.
  • Oversee the Finance & Administration Manager’s routine pipeline analyses, forecasting and cash advances to ensure that there is sufficient financing for project implementation.
  • In coordination with the appropriate staff, quickly and efficiently solve operational, financial or administrative problems that arise in the course of project implementation.
  • Supervise procurement staff and ensure adherence to all USAID and AIR procurement compliance requirements.
  • Ensure the timely and quality completion of all financial deliverables and reports in accordance with USAID guidelines.
  • Serve as AIR’s alternate point of contact to USAID, government counterparts, local organizations, and program partners when the COP is unavailable.
  • Additional specific tasks and duties to be assigned as necessary to fulfill deliverables.
Reporting Relations This position will report directly to the project’s Chief of Party and will supervise the work of the local finance, operations, and administrative staff. This person will also work closely with AIR’s Washington, D.C.-based Project Director and finance and contracts officers and with partner organization finance teams

Qualifications

Education and Experience:
  • Bachelor’s degree in a relevant field of study from an accredited university required; Master’s degree preferred.
  • Minimum ten years of experience in international development in a senior management role.
  • Previous experience in logistics, procurement, finances and administration, and human resources required; experience on development projects with international organizations preferred; USAID experience required.
Knowledge, Skills and Abilities:
  • Excellent knowledge of USAID compliance requirements, e.g., financial, procedural, reporting, deliverables, and procurement.
  • Demonstrated knowledge of and experience with sound and ethical procurement practices.
  • Proficiency in relevant computer software, such as spread sheets and financial applications; Microsoft Office suite required (Word, Excel, PowerPoint).
  • Strong analytical and organizational skills.
  • Ability to communicate clearly both orally and in writing.
  • Ability to take initiative and lead a team on a complex project.
  • Fluency in Spanish language required (comprehension, reading, and writing); minimum intermediate knowledge of English required.
  • Ability to work under pressure and manage time effectively.
  • Ability to comply with and model ethical work guidelines set forth by AIR.
