Chemonics International Seeks A Field Program Specialist - Turkey

Chemonics seeks a field program specialist to join its Turkey-based team for a dynamic program working on Syrian issues. The Syria Regional Program aims to empower moderate civilian entities to have a role in Syria's future. The field program specialist will manage Syria-based field program assistants (FPAs) and the field program coordinator. Because Syrian-based individuals play an integral leadership role in providing development, research, and monitoring and evaluation support to the program, the field program specialist’s role will include liaising with FPAs, coordinating weekly reporting, conducting weekly teleconferences, requesting and obtaining ad hoc requests for information, organizing regular roundtable meetings (often virtual) among FPAs and other program staff, and managing field-office staff payments and deliverables. The candidate will report directly to the monitoring and evaluation research manager, and will work closely with other program team members as well as with in-country donor representatives. Responsibilities include:
  • Manage, supervise, and mentor FPAs and the field program coordinator
  • Lead efforts to identify and recruit additional field program staff based in Syria who will assist with program development, monitoring and evaluation, and research support
  • Gather field staff members' information on activity progress and provide updates to the monitoring and evaluation team and programmatic staff
  • Provide situational updates and responses to information as necessary for program reports, including responding to requests for information from program staff in activity locations
  • Schedule and facilitate monthly roundtable meetings with FPAs to provide updates and briefings on the evolving situation in the field
  • Design and conduct training sessions, often virtually, for new and experienced FPAs, and lead their overall capacity building to meet the growing needs of the program
  • Field situational updates and contextual analyses of the geographic and surrounding areas of FPA locations for reporting purposes
  • Review and approve FPAs’ weekly summary reports and share them with the monitoring and evaluation team, management team, and other staff
  • Follow up with FPAs’ submissions of site visit reports and other documents to ensure collected data meets program requirements
  • Orient new field-office staff as needed
  • Schedule and facilitate regular calls between FPAs, program development officers, and M&E representatives
  • Organize monthly requests FPA payments
  • Other duties as assigned by the supervisor or designee
Qualifications:
  • Bachelor's degree in a related field required
  • One to three years of relevant experience
  • Ability and willingness to travel throughout liberated areas in Syria preferred; Syrian passport required​
  • Strong organizational, management, and administrative skills
  • Experience gathering and analyzing data for project implementation strongly preferred
  • Strong analytical skills and capacity to prioritize multiple tasks
  • Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work required
  • Up-to-date understanding of the political environment and social conditions in Syria
  • Experience working in (and/or a strong understanding of) international organizations preferred
  • Ability to work in a professional and cordial manner with staff; visitors; partner institutions, including international and local NGOs; governmental entities; support organizations; and the general public
  • Ability to work independently with minimal supervision, prioritize multiple work assignments, meet deadlines, and exercise professional judgment in communicating the established message of the Syrian Regional Program
  • Previous staff management experience
  • Working proficiency in office computer applications, including Microsoft Word and Excel
  • Demonstrated leadership, versatility, and integrity
  • Fluent written and spoken Arabic and proficient English required
