Secours Islamique France Job Vacancy: Distribution Activity Manager - Myanmar

Distribution activity manager (Burma/Myanmar):

Secours Islamique France (SIF) was created in 1991, and has developed international programs in order to alleviate the suffering of the most vulnerable in France and around the world. SIF acts wherever humanitarian and social needs require mobilization of emergency relief and implementation of development programs. SIF works strictly following the humanitarian principles of neutrality, independence, and impartiality. SIF provides humanitarian assistance to people while respecting cultural diversity, regardless of origin, political or religious affiliation, gender or belief. 

Context:In partnership with Solidarités International, and under the SI Program Coordinator, the Activity Manager is responsible for implementing and achieving the objectives defined in the operation proposal in IDPs camps and affected surrounding village in PaukTaw Township.
(S)he has some responsibilities for overseeing operational teams assigned to the program.
(S)he helps to guarantee the good performance and the quality of the implemented activities, and, where appropriate, proposes adjustments or developments to ensure relevance.

Missions and activities:
Diagnosis and project design:
  • Participate in the preparation and implementation of diagnostics if requested
  • Actively contribute to the design and work plan on new activities to launch ASAP, in particular for a one-shot distribution of kitchen or food kits to targeted communities
Implementation and operational monitoring:
  • Implement activities in cooperation with the Program Manager and in compliance with the annual operational strategy, Solidarites International technical requirements, proposals specifications and partnership agreement
  • Ensure on-site supervision of the activities to implement
  • Define technical specifications and requirements for the activities, in particular for distribution sites and distribution protocol
  • Plan and perform the post-distribution monitoring
  • Support the logistics departments to develop weekly movement and delivery plan, according to objectives
  • Ensure that management, activity, results, and context monitoring tools are properly used by program teams
  • Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations.
  • Develop the state of needs and the Treasury requests with the Program Manager.
Capitalization:
  • Organize and supervise the daily capitalization, distribution lists as hard and soft archiving.
  • Write the capitalization documents in accordance with SI tools.
  • Write capitalization documents (Activity Sheets) linked to the implemented activities.
  • Ensure diffusion of SI technical documentation.
  • Write a mission report before the end of his/her employment contract.
Human Resources Management:
  • Recruit, welcome and brief new employees or volunteers working under his/her responsibility.
  • Organize training sessions of key national staffs under his/her supervision, as needed.
  • Continue the on-going capacity reinforcement of the project’s staffs, as needed.
  • Manage and support the team under his/her responsibility.
  • Make sure his/her team(s) follows the safety rules.
  • Maintain daily awareness on the safety/security risks and propose adaptation of safety/security rules if needed.
Reporting / representation / communication:
  • Report to the Program Manager Pauktaw & Field Coordinator on changes of context.
  • Share with the Program Manager Pauktaw & Field Coordinator any information on the security context and on events which may have consequences on SI activities and team safety.
  • Share with the appropriate authority any information on the security context and on events which may have consequences on SI activities and team safety.
  • Write reports and annexes concerning his/her activity(ies) for donor reports and/or amendment, and ensure compliance with reporting deadlines and guidelines.
  • Assist the Program Manager Pauktaw to write weekly and monthly report to Coordination and HQ regarding his/her activities progress, challenges and difficulties met.
Represent, upon request, his/her program and activities, and support Field Coordinator for any coordination meeting during internal and external coordination meetings, at Sittwe level or in the field.

Profile:
  • Academic and practical knowledge of Humanitarian Projects including food and/or NFI distribution. Education in Logistics or Humanitarian Project Management is mandatory.
  • Minimum of 2 years of relevant international food or NFI distribution experience, preferably in emergency or humanitarian contexts; experience in complex ethnic and/or religious contexts or sensitive environments preferred
  • Good logistical knowledge and NFI-food distribution protocols in unsafe environment. Knowledge of community engagement and approach methods
  • Patience, diplomacy, tact and sensitivity in dealing with ethnic division in tense environments and capacity to analyze and report on security situation; good social skills Capacity to work in remote areas with difficult access
  • Good level of English mandatory, Rakhine/Burmese desirable though not required.
Myanmar, or at least South-east Asia, experience preferred

Salary:
  • Wages to be defined according to profile + per diem

Location:Position based Sittwe, Rakhine State, Myanmar with frequent travel to Pauktaw township
