The Government of Australia (GoA), through the Australian Department
of Foreign Affairs & Trade (DFAT), is a partner with the National
Team for the Acceleration of Poverty Reduction (TNP2K) under the office
of the Vice President of the Government of Indonesia. TNP2K is a policy
think tank to improve the quality and effectiveness of Indonesia's
poverty reduction programs that reach millions of poor Indonesians. The
next phase of social protection support from November 2015 through to
October 2018 is MAHKOTA Indonesia - Menuju Masyarakat Indonesia Yang
Kokoh Sejahtera (Towards a Strong and Prosperous Indonesian Society). It
will continue to provide support to help Indonesia better reach and
benefit the poorest, as well as address key binding constraints to
growth, competitiveness and rising inequality through ongoing labour
market and social protection reforms.
More
specifically, MAHKOTA will support TNP2K to achieve its goals by
providing technical assistance to facilitate the effective delivery of
its activities, including support for: i) improving the Unified Database
towards a Single-Registry System; ii) improving and strengthening
social assistance programs; iii) improving income generating capacity
programs and linking to social assistance programs; iv) support to
implementation and expansion of a social health insurance program and v)
Mainstreaming anti-poverty and equality issues on implementation of
Undang Undang Desa (Village Law).
As
Managing Contractor, Cardno are seeking a Gender and Social Inclusion
Adviser who will provide high quality technical inputs to MAHKOTA, TNP2K
and other government stakeholders as required, integrate a commitment
to gender equity and social inclusion into all aspects of work the
program supports. This role will also assist MAHKOTA to generate high
quality analysis on the key challenges, opportunities and enablers for
women, people with disabilities, minorities, children, older people and
other potentially socially vulnerable or marginalised groups and support
the MAHKHOTA and TNP2K to utilize this information to inform
engagement, activities and advice.
Key Responsibilities will include:
- Provide technical inputs on how a gender equity and social inclusion perspective can be incorporated in MAHKOTA's capacity development, stakeholder engagement and communication strategies, as well as in its project cycle management and quality assurance systems.
- Provide quality technical advice and oversight to MAKHOTA team and TNP2K to analyse available qualitative and quantitative data to identify who is excluded and in what spaces (labour, services, markets and social).
- Ensure that TNP2K's priorities on addressing the needs of vulnerable people with disabilities, older people and children - in particular those experiencing undernutrition - are integrated within its programming and policy proposals.
- Provide a significant contribution into the quality assurance process for MAHKHOTA's and TNP2K's outputs.
- At least a Bachelor's degree in a relevant subject such as gender studies, sociology, social anthropology, economics, international development, etc.
- Strong understanding and experience of theoretical frameworks and approaches for gender analysis, gender mainstreaming in government and social exclusion.
- Good understanding of the challenges faced by children, older people, people with disabilities, ethnic minorities and other vulnerable groups.
- Demonstrated experience in the development and conduct of gender-sensitive monitoring and evaluation, including competence in the formulation of qualitative and quantitative indicators, and the identification and utilisation of strategic indicators for programming.
- A good understanding of strategies to tackle undernutrition among children.
- Experience of engaging in social protection, including as an adviser to developing country governments
- Superior communication skills, inter-personal skills and tact in working with a range of government and civil society stakeholders with the ability to work in a multicultural environment with sensitivity and respect for diversity.
- Strong project management experience, particularly in the fields of gender and social inclusion, including design, implementation, monitoring and evaluation.
- Good experience of publishing and writing high quality reports.
- Demonstrated experience working successfully in a cross-cultural and multi-lingual team environment.
- High-level interpersonal and communication skills in English.
This
