Malteser International Job Vacancy: Program Coordinator - Rakhine State, Myanmar

In northern Rakhine State, Malteser International implements since 2003 a comprehensive program in the sectors Health and WASH. Currently, the health program includes community based basic health care services, services related to mother and child health and measures for the control of communicable diseases such as malaria and tuberculosis. Further WASH activities focusing on improved access to safe water and sanitation. The program aims at building the capacity of both community and government institutions.

In support of our work in Rakhine State, Myanmar, Malteser International is looking for a Program Coordinator.

As Program Coordinator you will be in charge for the management and coordination of the overall program. You will be responsible to supervise and guide the program team to achieve set targets. Furthermore, you will be responsible to write high quality reports on program status and achievements and support the development of new proposals and concepts to further develop the program in northern Rakhine State.

Responsibilities:
  • Overall coordination and supervision of the projects and the program office in northern Rakhine State including personnel, fixed assets, financial assets and other resources in accordance with Malteser procedures and regulations
  • Ensure timely planning and implementation of program/project activities according to approved plans and budgets (monitoring of objectives as well as performance and output related indicators)
  • Ensure proper and regular program/project reporting according to donor and Malteser standards (interim, final reports, monthly reports)
  • Monitor the evolving humanitarian situation and consider strategic and immediate responses to the same in cooperation with the Country Coordinator and HQ Country Group Manager
  • Set-up new or follow-on projects in northern Rakhine State (writing proposal, logframe and budget for donors)
    Ensure correct utilisation of Malteser and Donor procurement guidelines and supply chain management forms as well as Malteser internal guidelines on HR procedures, finance (budget control, review and compliance) and administration
  • Represent the Malteser program/projects and build and maintain good relations with local communities, national authorities, international and national organisations represented in the target area
  • Maintain and adapt if necessary security and safety guidelines and ensure that all staff are informed regularly
  • Management and supervision of 2 international and around 200 national staff

Qualifications:

  • Several years working experience in humanitarian aid or development projects in difficult contexts, minimum 4 years working experience in coordinating positions
  • Public health and/or medical background or previous extended experience in coordinating health care projects would be an asset
  • Strong international project management skills and experience including project proposal development, logical framework, monitoring and report writing
  • Strong experience in working with international Donors (EU, OCHA, WFP, Global Fund, etc)
  • An understanding of logistics and good experience in budget management
  • Proven problem solving and organisational skills
  • Proven communication skills including the ability to effectively motivate people and to diplomatically manage the relationship with local partners, different authorities and donors
  • Excellent ability to lead a team and to promote productivity in a pleasant working environment
  • Physical and mental strength, readiness to live in a remote environment (1 to 2 days travel from location to Yangon by car, boat and flight)
  • Fluency in English (written and spoken); proficiency in using standard software packages

Conditions:

  • Starting date: latest mid November 2016
  • Duty station: Maunddaw, northern Rakhine State
  • Duration of contract: 12 months (extendable)
  • Salary according to qualification and experience, insurance package, accommodation in team house, R&R, one flight home/year
