Lutheran World Relief Job Vacancies: 5 Positions - Gayo Lues, Indonesian

Lutheran World Relief (LWR), a U.S. based non-profit development organization engaged in seeking lasting solutions to poverty and reducing risk, is seeking an experienced staffs to be based in Blangkejeren Aceh Tengah.  LWR is implementing project in Gayo Lues.  The project is aiming to present LWR experience both in watershed management and value chain approaches.

This position will be until 30 September 2017.

PROJECT COORDINATOR  (1 Person)

PURPOSE:
The Project Coordinator is responsible for managing Project in Blangkejeren, NAD and supervise the field staffs such as field staffs, engineer that will work in the field. He/she will ensure the day to day activities are being implemented at LWR activities working with farmers in the villages.  The Project Coordinator will oversee the day to day project activities as well the administration in project level    and provide ongoing reports to the Program Manager.

CORE COMPETENCIES

  • 5 years progressive experience in community development, soil and water conservation, agroforestry, value chain. Emergency response experience is advantage.
  • Knowledge of program cycle including design, monitoring and evaluating development projects.
  • Advanced degree in agriculture or relevant discipline
  • 3 years’ experience in managing project and staffs
  • Demonstrated ability to work effectively with local government, cooperatives, and farmers
  • Proficiency using Word, Excel, PowerPoint, e-mail and web browser software
  • Excellent interpersonal skills and ability to work independently as well as in a team environment
  • Experience working in Gayo and has ability to speak Gayo language.
  • Ability to provide written and oral reports in English preferred
DUTIES & RESPONSIBILITIES

Program
  • LWR focal point in Gayo Luest and managing overall LWR Project.
  • Establish and/or maintain relationships between LWR, local government, LESTARI USAID team and other stakeholders.
  • Develop work plans, implementation schedules, and reporting timelines in conjunction with Program Manager.
  • Ensure all project activities are being implemented according to schedule
  • Oversee implementation of the project activities meet with the project outcome and output indicator.
  • Coach and/or assist field facilitators and water conservation engineer to achieve agreed results
  • Coach and/or assist filed  to deliver follow up trainings
  • Keep abreast of other activities related to deforestation/environment Issue in the region
  • Ensure timely submission of project progress reports to Program Manager
  • Provide human interest stories when requested
GREEN ECONOMY CONSTRUCTION SUPERVISOR  (1 Person)

PURPOSE:
The Construction Supervisor is responsible for the implementation of rainwater harvesting system and other water facility construction in green Econoy Project Area, Gayo Lues District, NAD. He/she will ensure the establishment of the system meets the specific design and requirement for each project sites, and the rainwater harvesting system works effectively to serve the community’s agriculture area. He/she will be responsible to ensure all materials meet the approved standard quality and quantity, and the workers do their job according to schedule. Together with LWR team, he/she will also responsible for the day to day activities that contribute to the achievement of related outcomes and outputs in Green Economy Project.  The CS will work with the community, monitor the construction of rainwater harvesting system, and provide ongoing report to the Water Conservation Engineer.

  • D3 or Bachelor Degree in Civil Engineering
  • 3 years progressive experience water management, supervising construction work, and community development. Experience in supervising water facility construction is an advantage.

  • Experience in working with local people, especially in Blangkejeren and Dabun Gelang Sub-district
  • Demonstrated ability to work effectively with local government, cooperatives, and farmer

DUTIES & RESPONSIBILITIES

Program
  • Conduct survey and assessment to the selected location
  • Provide inputs to the design process of rainwater harvesting system
  • Communicate the design of rainwater harvesting system to the community members
  • Working with community members to develop an agreement about the establishment of rainwater harvesting system work plan, inclusive of community contribution in labour and local material
  • Monitor day to day activities of rainwater harvesting system construction work in project site
  • Ensure all rainwater harvesting systems established according to the approved design, and according to the schedule
  • Ensure all materials meet the approved standard quality and quantity, and the workers do their job according to schedule and using the correct method.
  • Ensure the rainwater harvesting system functioned properly, regularly monitor and evaluate its utilization
  • Responsible for ensuring impacts, communicating problems, analyzing and recommendation possible solutions related to rainwater harvesting system.
  • Responsible for the day to day activities that will contribute to the achievement of outcome and outputs related to increasing water availability for the demonstration plots/FMNR plots
  • Develop work plans, implementation schedules, and reporting timelines in conjunction with Water Conservation Engineer
  • Communicate in advance with the Water Conservation Engineer about any changing/problems and recommendation from any activities under Green Economy Project that will be affect LWR achievement in this project
  • Keep abreast of other activities related to FMNR and Water Issue in the region
  • Ensure timely submission of project progress reports to Water Conservation Engineer
Green Economy Water Conservation Engineer  (1 PERSON)

The Water Conservation Engineer is responsible for the design and implementation of rainwater harvesting system in LESTARI Project.  He/she will ensure the design meets the specific requirement for each project sites, and the rainwater harvesting system works effectively to serve the community’s agriculture area.

He/she will also responsible for the day to day activities that contribute to the achievement of related outcomes and outputs under LWR’s responsibility. The WCE will oversee the implementation of rainwater harvesting system design, provide training to the implementer if necessary, monitor the progress of the work regularly, and provide ongoing report to the Project coordinator and technically report to Program Manager.

CORE COMPETENCIES

  • Advance Degree in Civil Engineering, Land and Water Conservation Engineering, or relevant discipline.
  • 3 years progressive experience in land and water conservation, water management, water facility construction and community development. Consultancy experience in construction design is an advantage.
  • Knowledge of program cycle including design, monitoring and evaluating development projects
  • Possess strong analytical skill, and creative design
  • Demonstrated ability to work effectively with local government, cooperatives, and farmer

DUTIES & RESPONSIBILITIES

Program
  • Conduct survey and assessment to the selected location to obtain as much information about project sites
  • Develop rainwater harvesting system design, customized for each project location according to community needs, the latest understandings of ridge to reef water management and project requirements based on the information obtained from the survey
  • Ensure the design meets safety standards, and most suitable for the project site
  • Ensure all rainwater harvesting systems established according to the approved design, and according to the schedule
  • Ensure the rainwater harvesting system functions properly, achieves the desired impacts, regularly monitor and evaluate its utilization, and take certain measure should any problem occur in the future in collaboration with the Project Manager and LWR Finance.
  • Responsible for ensuring impacts, communicating problems, analyzing and recommendation possible solutions related to rainwater harvesting system.
  • Responsible for the day to day activities that will contribute to the achievement of outcome and outputs related to increasing water availability for the demonstration plots/FMNR plots
  • Provide training to Water Management Committee in the villages about the utilization of rainwater harvesting system
  • Develop work plans, implementation schedules, and reporting timelines in conjunction with Project Coordinator
  • Communicate in advance with the Project Coordinator about any changing/problems and recommendation from any activities   that will be affect LWR achievement in Project.
  • Technically discuss with Program Manager with any design of rain water catchment, terrace and any possibility for rain water catchment.
  • Keep abreast of other activities related to  Water Issue in the region
  • Ensure timely submission of project progress reports to Project Coordinator
FIELD FACILITATOR (2 PERSONS)

The Project Field Facilitator (FF) responsible for day to day operation in the area. The person will assist the Project Coordinator in implementing watershed and/or agriculture commodity, including assisting farmers group, good agriculture practice training and post harvesting. Together with Project Coordinator (PC), FF will develop the curriculum, identify farmers who participate in the training, ensuring project target and establishing communication at village level.

CORE COMPETENCIES

  • 3 years progressive experience in community development/ soil and water conservation/ agroforestry/ value chain.  
  • University degree in agriculture or relevant discipline
  • 2 years’ experience in training or facilitation

  • Committed live in the village to provide support to the community
  • Able to using   using Word, Excel, PowerPoint, e-mail and web browser software
  • Excellent interpersonal skills and ability to work independently as well as in a team environment
  • Experience in Gayo region is advantage
  • Ability to provide written and oral reports in Bahasa Indonesia, English preferred

DUTIES & RESPONSIBILITIES

Program
  • Develop work plans, implementation schedules, and reporting timelines to Project Coordinator
  • Ensure all project activities are being implemented according to schedule
  • Communicate with the Project Coordinator any changing/problems and recommendation from any activities.
  • Organize and monitor training to project participants
  • In coordination with Project Coordinator, together with trainer/facilitator, develop training curriculum based on assigned component
  • Keep project activities data (training, monitoring visit, secondary data and other) and submitted to Project Coordinator as part of monthly report, when needed
  • Support Project Coordinator on timely submission of project progress reports by providing essential data as requested
ADMINISTRATIVE ASSISTANT

Administration
  • Assist field office for all reception (including visitor hospitality related) and secretarial duties; attend to all official incoming calls and outgoing calls from the office (as needed).
  • Manage all incoming and outgoing correspondence
  • Maintain office administration filing system, both hard and soft copy and keep filing system up to date
  • Keep updated list of all relevant telephone numbers and addresses
  • Assist with coordination of meetings with government agencies
  • Manage logistics for local staff travel including air tickets reservation, transportation, and hotel bookings
  • Coordinate travel arrangements and logistics for in-country group visit and/or headquarters personnel.
  • Coordinate with the driver and check vehicle log on a daily basis
  • Oversee cleaning services and ensure proper cleanliness and maintenance of office premises
  • Assist in managing procurement processes for office supplies and other good and maintain inventory /stock
  • Assist in the management of office assets /inventory and maintain updated management system of all assets /items
  • Provide logistics support for conferences, trainings, workshops and meetings
  • Perform other duties as assigned
Financial
  • Assist in preparation of monthly financial reports for field office expenditures
  • Support the Country Office in field office forecast preparation
  • Provide assistance to partners and projects on financial matters
  • Ensure financial transactions are in line with LWR financial policy
  • Assist in monitoring cash advances and timely liquidation
Required Qualifications and CORE COMPETENCIES
  • Diploma or bachelor in finance and administration
  • At least 2 years working in similar position
  • Fair English communication skills is preferable
  • Demonstrated knowledge on financial, procurement and office management including filing systems
  • Demonstrated experience in planning and supporting workshops for various stakeholders
