Project Description:
Johanniter started their activities in Southeast Asia in 2008 in response to the devastating cyclone Nargis in Myanmar, followed by activities in Cambodia in 2011 and the Philippines in 2012.

All support measures were and are implemented through local partner organizations. According to Johanniter core competencies, projects focused on public health, WASH, livelihood, food security and nutrition as well as disaster risk reduction and mitigation.

Due to the shrinking spaces for civil society organisations in Southeast Asia Johanniter will start a new cross--border programme, that aims to strengthen grassroots civil society organizations in Southeast Asia, in particular Myanmar, Cambodia and the Philippines so they can fulfill their role as 'Agents for Change'. To this end institutional and programmatic capacities are built up, individual and innovative funding strategies are developed to increase financial independency and structures for effective networking and advocacy are in place and actively used. The proposed capacity-development approach uses global experiences but goes beyond traditional training concepts and was initiated by the partners themselves. The programme aims to lead to active participation in the localization agenda and fosters active involvement within development policy processes.

Currently, Johanniter operates Country Offices in Yangon (Myanmar), Phnom Penh (Cambodia) and Cebu (Philippines) who are responsible for monitoring and compliance of the programme’s activities in their respective countries.

Job Responsibilities and Accountabilities;

Overall job purpose:
The Senior Finance Manager will be responsible for all financial aspects including financial planning, management and control of Johanniter programme ‘Grassroots Organisational Development- Working Towards Humanity (GROWTH)’ in Myanmar, Cambodia and the Philippines. In her/his main function s/he will technically support the Heads of Mission in those three countries in their financial supervision and capacity building efforts of the involved programme partners (2 in Cambodia, 2 in Myanmar and 1 network of 7 CBOs in the Philippines) in implementing GROWTH. S/he will also be responsible for the consolidated financial monitoring as well as consolidated financial reporting to the donor.

Gives technical advice to: Senior Programme Manager (GROWTH and National Partners Organisations (GROWTH)

Standing in for (technical): National Finance Manager Cambodia, Myanmar, Philippines

Tasks:
Financial Management & Reporting:
  • Overall control of all financial aspects of the GROWTH programme, statutory accounting and reporting across the three implementing countries
  • Assure Johanniter’s financial procedures are in compliance with government and donor financial obligatory law and regulations
  • Provide technical support and guidance to Country Offices to prepare the annual budget and revised budget forecasts and cash flow forecasts on GROWTH programme on an accurate and timely basis
  • Supervise and assist Country Offices in reviewing the monthly programme (GROWTH) relevant management accounts, with reconciliations prepared by each Country Office
  • Supervise and assist Country Offices in reviewing GROWTH budgets according to donor guidelines prior to submission to Desk/HQ
  • File documents, allocate expenditures, register vouchers, check balances on GROWTH programme
  • Report immediately if any irregularity (fraud, cheating, etc.) noticed to Head of Mission
  • Monthly consolidated report on GROWTH to Country Offices and to HQ (Regional/Project Finances Desks) including status of expenditures and procurements as well as recommendations
  • Assist the Country Offices with the review of the financial donor report and ensuring submissions of reports to donors are completed on a timely and accurate basis (GROWTH)
  • Responsible for consolidated financial reporting of the GROWTH programme in close cooperation with Heads of Mission and Senior Programme Manager GROWTH.
  • Support GROWTH programme teams in contract management systems, grant inception workshops, timely submission of quality donor reports and donor compliances (in close coordination with Country Offices)
Logistics:
  • Review documentation for procurements, inventory, insurance, and asset management of goods and services (second level control) on GROWTH programme
Capacity Building:
  • Arrange and undertake trainings and coaching for country finance staff in assigned countries to make sure common standards are maintained and finance staff is enabled to provide capacity building to GROWTH partners and junior staff to increase their competence in preparation of financial reports, donor financial reports in line with various reporting requirements
  • Undertakes visits to respective countries if required to help ensure quality is maintained in all aspects of financial management of GROWTH
  • Verify and support GROWTH partner organisations with financial reporting
Person Specification:

Professional Qualification:
  • Qualified accountant in recognised global body e.g. ACA, ACCA, CIMA 
  • Bachelor’s degree from a recognised university
  • Knowledge of NGO donors and their financial reporting requirements
  • Minimum of 5 years accountancy experience, with at least one year in a managerial position
  • Fluency in English
  • High degree of computer literacy
Desirable:
  • Experienced in the implementation of project/programmes financed by BMZ
Experience:
  • More than 5 years of experience in a development context, preferably in an international NGO 
  • Knowledge of NGO donors and their financial reporting requirements
  • Minimum of 5 years accountancy experience, with at least one year in a managerial position
  • Experience of conforming with external donor and statutory compliance requirement
  • Experience of conducting capacity development for national organizations and CBOs.
  • Previous working experience in Southeast Asia is an asset
Skills:
  • Strong management, strategic planning and organizational skills

Terms and Conditions: 

Start date: Tuesday, January 01, 2019.

Contract duration: Definite contract for two years (with possible extension).

Remuneration: Between 46,780 and 49,250 € annual gross salary (according to Johanniter AVR-J internal tariff and depending on relevant previous working experience).
