About The Position

Center for Civilians in Conflict is an international nonprofit with offices around the world working to improve protection for civilians caught in conflict zones. Our mission is to work with armed actors and civilians in conflict to develop and implement solutions to prevent, mitigate, and respond civilian harm. We are advocates who believe that no civilian caught in conflict should be ignored, and advisors who provide practical solutions to preventing and responding to civilian harm.


Work with the Country Director to ensure successful implementation of the civilians protection program in Iraq. This includes developing strategies for successful implementation of the project; engaging ISF and the coalition and relevant governmental security agencies in order to implement training and guidance and develop policies that improves the protection of civilians; conduct advocacy activities for adoption of a policy on protection of civilians and post-harm assistance; work with the Ministry of Defense (MOI) and Ministry of Interior (MOI) to help develop and implement civilian casualty mitigation tools; work with MOI and MOD to develop training curricula for commanders and officers and line soldiers;; conduct facilitation workshops between military and civilians.

LOCATION: Baghdad, Iraq

TRAVEL: As needed throughout Iraq

REPORTING TO: Country Director, Iraq



  • Liaise with the Ministry of Defense, Ministry of Interior. and other relevant agencies to coordinate program activities;
  • Work with Iraq program staff and HQ staff to develop scenario-based theater-specific curricula on protection of civilians for Iraqi Security Forces (ISF);
  • Undertake training workshops to the ISF and lectures in military and security academies according to CIVIC and donor standards;
  • Contribute to developing project planning documents outlining strategies for policy advocacy, partner engagement, technical assistance to the Ministry of Defense and Ministry of Interior;
  • Work with Country Director, program and HQ staff to develop, and advocate to relevant stakeholders on adoption;
  • Ensure sustainability through incorporating the training curricula in educational programs of ISF officers;
  • Liaise with relevant agencies to identify and leverage existing training delivery mechanisms to distribute CIVIC training;
  • Represent CIVIC with government stakeholders and promote effective collaborations and partnerships;
  • Perform other duties as required to further the organization’s mission and goals in Iraq.


  • Former experience as military officer operating successfully in conflict zones and with other security actors is preferred;
  • Experience in security and armed force training and participatory facilitation;
  • Knowledge, experience, and understanding of civilian protection issues in armed conflict and understanding of the military/civilian/humanitarian spaces;
  • Proven ability to think analytically and plan strategically, including setting objectives and identifying and capitalizing on opportunities for our work;
  • Poise, flexibility, discretion, and mature judgment to handle and respond appropriately and professionally in a fast-paced, high-pressure atmosphere and as a team member;
  • Well organized, self-motivated, and able to conceptualize and implement deliverables within budget and time, in stressful environments;
  • Experience in representing organizations in sensitive political and security environments;
  • Excellent written and verbal communications skills.


  • Advanced university degree preferably in international affairs, political science, human rights, etc;
  • Minimum 5-7 years relevant work experience required, including work in conflict zones;
  • Demonstrated tireless work ethic;
  • English, Arabic fluency mandatory.
