Background

The Global Alliance for Improved Nutrition (GAIN) is a Swiss-based foundation launched at the United Nations in 2002 to tackle the human suffering caused by malnutrition. Working with both government and business, GAIN aims to transform food systems so that they deliver more nutritious food for all people, especially the most vulnerable. One of the GAIN programs is Post-harvest Loss Alliance for Nutrition (PLAN). PLAN is a global and in-country platform that would connect experts and supply chain actors in order to share knowledge, collaborate and coordinate activities to collectively reduce post-harvest loss (PHL) of nutritious foods making them more accessible for consumers. GAIN’s Indonesia Postharvest Loss Alliance for Nutrition (IPLAN) project facilitated the establishment of the Jejaring Pasca-Panen untuk Gizi Indonesia (JP2GI), based on a decree from the Director of Community Nutrition, Ministry of Health which mandates cooperation with the Ministry of Marine Affairs and Fisheries. In September 2019, JP2GI became a fully independent association. Currently, JP2GI has 400 members in 12 provinces, mostly in East Java and work as fish sellers, fish processors, academes, government staff and food SMEs and distributor. As a leader in identifying and delivering solutions to address malnutrition, GAIN seeks to strengthen the value chain for nutritious food thus making nutritious diets more affordable and accessible for vulnerable populations. To this end, we take a market-based approach, promoting investment in local private enterprises along the value chain. With our new strategy, we hope to reach a formative, sustainable and scalable solution to food insecurity and malnutrition.

 

GAIN Indonesia has signed a Memorandum of Understanding with the Ministry of Health, Republic of Indonesia to assist public nutrition improvement programs. One of these is IPLAN, which set up the JP2GI to bring together the multitude of public and private sector actors addressing the issue to collectively reduce loss and waste of nutritious fish. The JP2GI aims to reduce post-harvest loss of fish through education and adoption of appropriate technology, increase partnership and collaboration among stakeholders, provide information and knowledge management at local, national and global level and increase availability, affordability and sustainability of nutritious fish and fish-based food for public consumption.

 

As part of the JP2GI’s sustainability plan GAIN provides grant, advisory and technical assistance during 2020, to enable it embracing its objectives, sustaining itself financially. We are looking to hire of consultant(s) to develop JP2GI’s sustainability action plan.

 

Objective:

The objective of this contract is to develop JP2GI’s sustainability action plan and incubate this organization to implement this action plan. 

Work Description:

We are looking for a consultant(s) to:

1.     Assess JP2GI’s assets to sustain its organization.

2.     Facilitate JP2GI to develop exit strategy from grant from GAIN.

3.     Facilitate JP2GI in developing an organization road map for till 2030.

4.     Develop JP2GI’s sustainability action plan.

5.     Incubate JP2GI to conduct partnership facilitation (brokering), advocacy and fundraising.

 

Deliverable:

1.     Report on JP2GI’s asset and exit strategy from GAIN’s grant.

2.     Report on JP2GI’s roadmap and JP2GI’s sustainability action plan.

3.     Report on activities to incubate JP2GI in implementing selection tools in the sustainability action plan designed. such as brokering, advocacy and fundraising. 

Timeline:

The service shall be delivered for 6 months, from June to November 2020.

Budget:

Consultant(s) is expected to submit an offer for consultancy and activity work (i.e. operational cost to explore possibilities for brokering, advocacy and fundraising).
