Job Description:

The Team Leader of Monitoring & Evaluation, GAM will:
  • Build an evidence base for grants programming by establishing performance measures, collecting and analyzing performance information, planning and managing baselines and evaluations and assisting the department in using this data for decision making, resource allocation and reporting
  • Lead the team in developing and maintaining performance management plans and project-level monitoring and evaluation plans; and learn from and make decisions based on monitoring and evaluation data
  • Provide leadership for Monitoring & Evaluation quality assurance across the department and provide day to day management of Technical Specialists and Regional Grant/Program Managers responsible for project design and management
  • Strengthen the capacity of program staff and implementing partners on Monitoring & Evaluation principles and practices by facilitating learning and sharing through training, coaching and mentoring to support quality programming leading to measurable impact
  • Lead the team in strengthening both internal and external evaluation processes and support the integration of lessons learned from project evaluations and reviews to further improve the implementation of projects
Job Requirements:
  • Master’s degree in a development field, social science, economics, or relevant discipline with graduate level training in statistics. Minimum of 5-10 years of progressively responsible professional experience in a performance monitoring and/or evaluation role with an international development organization
  • Demonstrated ability in leading data analysis, project design, monitoring, and evaluation of development activities
  • Experience in designing survey tools and instruments, developing results frameworks, logical frameworks, or similar tools for project design is required
  • Experience leading the development of and/or use of performance management plans or similar tools is required
  • Demonstrated professional expertise and deep technical knowledge of monitoring and evaluating programs—including indicator development, study design, and data analysis—in multiple sectors
  • Experience in the use of knowledge management and data analysis software
