Our multidisciplinary approach considers the underlying drivers of deforestation and degradation which often lie outside the forestry sector: forces such as agriculture, infrastructure development, trade and investment policies and law enforcement.

The Center for International Forestry Research is a nonprofit, global facility dedicated to advancing human wellbeing, environmental conservation and equity. We conduct research that enables more informed and equitable decision making about the use and management of forests in less-developed countries.

CIFOR is committed to demonstrating the effectiveness of its research and to encouraging systematic learning from experience, through effective monitoring, evaluation and impact assessment. However, policy-oriented natural resource management research such as that undertaken by CIFOR and its partners is complex, with multiple pathways, involving many actors, and with multiple scales of influence and impact. These realities challenge our aspirations.

CIFOR is currently leading the CGIAR Research Program – 'Forests, Trees and Agroforestry: Livelihoods, Landscapes and Governance' – in partnership with Bioversity International, the International Center for Tropical Agriculture, and the World Agroforestry Centre. The program responds to a call for an urgent, strong and sustained effort focused on forest management and governance, given the crucial role of forests in confronting some of the most important challenges of our time: climate change, poverty, and food security. Impact driven and innovative, the program’s eventual impact will enhance the management and use of forests, agroforestry and tree genetic resources across the landscape, from farms to forests.

Summary of responsibilities
The Monitoring, Evaluation & Impact Assessment Scientist or Senior Scientist will lead the Research to Impact Team. She/he will be responsible for designing and implementing monitoring, evaluation and impact assessment activities to enable ongoing learning, and for fostering a strong “impact culture”. In addition, the position holder will lead an effort to conduct impact assessments of forestry/ natural resource management policies and practices.

Part of the role will be to develop and test innovative evaluation and impact assessment approaches. Under the supervision of the Deputy Director General Research, and working closely with theme leaders, scientists and partners, the MEIA scientist or Senior Scientist will manage the Research to Impact team:
  • Lead the design and implementation of internal ex ante and ex post evaluations of CIFOR and CRP FTA projects, 
  • Lead bilateral research projects on assessing the impacts of forestry policies and practices, 
  • Contribute to the development and testing of new impact evaluation approaches appropriate for policy-oriented natural resources management research, 
  • Support external evaluations and reviews of the Center's work, 
  • Assist scientists with development, design and planning of research proposals and activities so as to achieve the greatest possible impact,
  • Work closely with theme leaders and researchers in designing projects to facilitate effective monitoring and evaluation, including on results-based management and determining indicators, 
  • Design impact tracking and monitoring protocols to ensure that project/research impacts are well documented and eventually adequately assessed and ensure compliance with center and CGIAR strategy and objectives, 
  • Contribute to the Center's research and training on impact assessment,
  • Other duties as directed. 
Requirements

Education, knowledge and experience
 
  • Minimum qualification is a PhD in economics, impact assessment or a relevant quantitative social science,
  • Between five to eight years work experience in evaluation/impact assessment, including three years in a research and development institution and three years with a multidisciplinary team,
  • Experience with designing impact assessment protocols, monitoring, evaluation and up-to-date knowledge of qualitative and quantitative evaluation methods,
  • Familiarity with the project cycle (design, implementation, supervision, monitoring, evaluation) and with contemporary work relevant to evaluation and impact assessment of policy-oriented natural resource management research, 
  • Good publications record, 
  • Excellent written and spoken English; proficiency in other international languages is an advantage.

Terms and Conditions
This is an Internationally-Recruited position with competitive remuneration in USD commensurate with skills and experience.

 
The appointment will be for a period of two years, including nine month probation, with a possibility of extension contingent upon performance, continued relevance of the position and available resources.

 
The duty station will be at CIFOR headquarters in Bogor, Indonesia.
