OVERVIEW OF THE POSITION
The Project Enigneer’s role will be to give his/her techncial expertise as required in the role. He/She is responsible for managing staff under his/her supervision.

GENERAL FUNCTIONS
The Project Engineer will work under the overall supervision of the Project Manager and will perform the following specific duties and responsibilities:
  • Conduct Rapid Infrastructure Assessment (RIA) to identify facilities and Equipment of the prioritized districts. Desk reviews, field surveys, coordinate with Government of Somalia and prepare necessary reports.
  • Determine final selection of the sites using agreed weighting of priorities as per site selection for the initial RIA, such as population served by the individual units, intensity of crime and insecurity, high proportions of disadvantaged, etc. The criteria and weighting, as well as the final list for each district, would need to be endorsed in writing (such as by email) by the donors:
  • Prepare technical documents, conduct procurement process together with procurement/technical teams, and evaluate bids and contract awards
  • Coordinate with donors and consultants to finalise technical designs
  • Supervise / review Architectural, Structural & Services drawings, BoQ’s, specifications and process building approvals
  • Day to day construction supervision and contract management
  • Ensure compliance of all QA/QC measures and standards are adhered too and that the required testing and commissioning is undertaken and duly recorded.
  • Provide the necessary weekly technical reports for each site under his/her responsibility
  • Verify on site all payment valuations undertaken by the contractor
  • Work closely with the Contracts Team in Nairobi to enable documenting and close monitoring and evaluation of works throughout the course of implementation of the works
  • Ensure that the implementing partners meet their reporting requirements, particularly the production of daily progress reports and site diaries.
  • Ensure that the contractor pays the required observance to the H&S and management of the project site, to ensure the safe and efficient undertaking of the site activities.
  • Establish a strong and regular working relationship with key ministerial counterparts / project stakeholders
  • Establish solid working relationship with the Project Manager and support him/her as required.
  • Consult key stakeholders, technical service providers and communities in order to inform the design and the development of performance management tools and processes
  • Collaborate with technical experts and Communities of Practice (COPs) with regard to performance management in order to foster knowledge sharing
  • Manage communications and ensure key stakeholders are aware of activities under his/her purview
  • Advise the PM on issues that may impact the smooth flow of the project
  • Implement approved work packages (including the establishment of milestones) within tolerances set by the Project Manager
  • Manage the production of the required products, taking responsibility for overall progress and use of resources and initiating corrective action where necessary
  • Liaise with any external suppliers or account managers
  • Advise the Project Manager (PM) of any deviations from the plan
  • Identify and manage risks so that maximum benefit to clients and stakeholders is achieved
  • Manage and review quality and ensure works are to the required standard and specification
  • Monitor and evaluate performance of service providers
  • Identify and report potential future work opportunities for the client
  • Identify and report threats to client’s internal business case to supervisor
  • Follow the Project Management Cycle Instructions and ensure that all organizational policy is complied with (Organizational Directives and Administrative Instructions)
  • Prepare checkpoint reports
  • Ensure that all expenditure comply with the client’s Financial Rules and Regulations (FRR)
  • Manage and remain accountable for expenditures against the work package budget
  • Perform the Technical input roles as an Engineer and when required, and in doing so lead and motivate the project team
  • Support the PM in selecting and recruiting team members
Monitoring and Progress Controls

Technical Task
  • Review the civil and architectural designs for all infrastructure projects in term of accuracy and suitability to overall design requirements, including identifying improvements in the designs and be able to propose practical solutions.
  • Ability to analyse and design processes for civil engineering as requested utilising research, development, design and other tools and devices.
  • Strong ability in reviewing the accuracy of the bill of quantities for the projects
  • Strong ability in producing bill of quantities in accordance with international standards
  • Ability to verifying technical specifications, equipment and fittings, services and the quality of construction materials
  • Follow up the contractual obligation of the contractor on the site and secure the testing of the construction material and installed equipment and fittings in order to verify the quality of their design and manufacture
  • On the site, ensure that the work is implemented in accordance to instructions, agreed method statements, drawings and technical specifications and as per contractual agreement
  • Check and approve material and equipment incorporated in the works
  • Measure, check and record the executed works against payment request submitted by contractor and review measurement sheets for the periodic payment of the work
  • Liaise with the Mechanical Engineer and Electrical Engineer on associated and incorporated M&E components of the works design and construction
  • Produce civil engineering design reports
  • Prepare estimates and prices for new project development works
  • Prepare monthly progress reports as well as drawings when requested. Studies on contractors’ claims and variation orders and immediately reports any problem or constraints arising in the progress of the work and between stakeholders
  • Keep files for all site memos and instructions, measured quantities of work and material on site
  • Prepare Snag List for final project checking, prior to handover
  • Manage and supervise final commissioning and handover documents to clients
  • Ensure as-built drawings and maintenance manuals for the finished materials used in the works
Final Product
The successful delivery of infrastructure projects to budget and in accordance with quality, time, H&S and risk management parameters

ESSENTIAL EXPERIENCE
Education:
  • First University Degree in Civil Engineering or other relevant discipline from an accredited university
  • Postgraduate qualifications will be an advantage
Work Experience:
  • § 4 to 5 years of progressive experience in management, site supervision with focus on monitoring, reporting, development and coordination in either public or private sector organizations.
  • Candidate with experience working on International/ Local projects in conflicts/disaster prone areas will be preferred.
  • Experience in contracting and/or consulting environment is also an advantage
